Ref.: International, open Tender for Consultancy Services for a Feasibility Study on “Sustainable Land, Water and Soil Management in Puntland”

Tenderer: Ministry of Planning, Investment and Economic Development (MoPIED)

Project Measures: KfW intends to enter into a contract with the Government of Somalia for the implementation of this feasibility study. Related Consultant services will be contracted by KfW under an agency contract with MoPIED.

The proposed objective of the project is to stabilise the water balance and increase the resilience of (agro-) pastoralists in Nugaal Region of Puntland through reduced soil degradation and erosion as well as the use of an improved water supply infrastructure.

The objective of the assignment (Feasibility Study) is to support the Somali/Puntland authorities in designing a project for improved land use/land management in Nugaal region, Puntland, analysing both Burtinle district and the greater Garowe area, as a basis for the appraisal by KfW. The Feasibility Study shall cover all relevant topics needed to serve as a comprehensive basis for KfW’s appraisal. As a minimum requirement, the study results and deliverables need to be in line with applicable KfW guidelines.

The scope of services includes, but is not necessarily limited to the following points:

Prepare Land Use Plans (LUP) for both above mentioned (potential) intervention areas including development scenarios and concepts for sustainable land use (including relevant maps)

Develop a coherent project rationale including alignment with existing strategies and policies

Conduct stakeholder mapping and assess potential of suitable project-executing agencies and potential implementation structures

Develop a detailed project design including assessment of O&M options

Propose specific interventions based on the LUP and technical assessments

Prepare cost estimates, financing and implementation schedule

Assess impact and sustainability

Analyse project-related risks and propose mitigation measures

Develop a Results Matrix and Results Logic including success indicators

Develop digital monitoring concept 

Conduct climate change assessment (CCA; incl. adaptation/mitigation potentials, climate proofing)

Conduct Environmental and Social Due Diligence (ESDD)

Conduct Peace and Conflict Assessment (PCA) 

Prepare relevant maps of the intervention area

Ensure adequate backstopping services

Further fields of action will be defined in the Feasibility Study ToR.

Skills and qualifications

Personnel requirements:

Besides having conducted feasibility studies in in fragile/post-conflict contexts in the context of German FC, the expertise of the Consultant shall at least cover the fields of agricultural/rural development, land use planning, sustainable land/water/soil management, institutional/organisational analysis, hydraulic engineering (incl. small-scale irrigation), Peace and Conflict Assessments (PCA), post-conflict development and conflict-sensitive programme design and monitoring according to the principle of do-no-harm, Environmental and Social Due Diligence (ESDD), climate change assessment/climate proofing.

Bidders shall propose a multidisciplinary team of internationally and locally experienced experts with a strong profile in natural resource management. Relevant working experience in post-conflict countries and/or fragile states is a must, experience in HoA region is considered an asset.

The prequalification of experienced Consultants is subject to the regulations contained in the „Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and Non-Consulting Services in Financial Cooperation with Partner Countries“ (www.kfw-entwicklungsbank.de). The contract will be awarded to an independent Consultant firm (or association of firms) with proven experience in carrying out feasibility studies in the Rural Development and related sectors and the region and a minimum annual turnover of EUR 0.5 million. During PQ and proposal evaluation, an ES (environmental and social) minimum score of 70% of the dedicated ES-related points is required.
