    Terms Of Reference for CARE Third Party Monitoring consultancy

     

    Summary

    CARE Somalia is seeking to procure the services of an external consultant to do third party monitoring.

    Project Background

    CARE is a humanitarian non-governmental organization committed to working with poor women, men, boys, girls, communities, and institutions to have a significant impact on the underlying causes of poverty. CARE seeks to contribute to economic and social transformation, unleashing the power of the most vulnerable women and girls.  CARE has been providing emergency relief and lifesaving assistance to the Somali people since 1981. The main program activities since then have included projects in water and sanitation, sustainable pastoralist activities, civil society and media development, small-scale enterprise development, primary school education, teacher training, adult literacy and vocational training. CARE works in partnership with Somali and international aid agencies, civil society leaders and local authorities. 

    The Somali Resilience Project in Somalia is a comprehensive initiative aimed at enhancing the resilience of communities through the construction of dams, implementation of agricultural interventions, and effective natural resource management. The project focuses on improving crop production, enhancing livestock production, and managing natural resources sustainably to ensure the economic and environmental stability of the region. Given the challenges faced in the region, there is a need for enhanced monitoring systems to ensure the project's success and accountability.

    Purpose: CARE intends to hire a Research Consultant / Service provider with extensive experience in quantitative and qualitative data analysis, report write up and in-depth knowledge of the Somalia context to support develop an analytical framework, conduct secondary and primary research data analysis and produce compiled assessment reports that covers fiduciary, procurement, activities Fidelity of implementation and verification for eight quarters and two evaluations.

    Specific objectives

    The primary objectives of the third-party monitoring assessment are:

    ·         To design and implement a quarterly monitoring framework that integrates fidelity of implementation with comprehensive verification assessments.

    ·         To establish and manage remote monitoring systems for inaccessible areas, ensuring thorough coverage and oversight.

    ·         To develop consistent and reliable data collection protocols for robust data integrity.

    ·         To conduct in-depth quantitative and qualitative analyses, including trend analysis, to evaluate the project's progress and impact.

    ·         To generate consolidated quarterly reports detailing findings from fiduciary assessments, programmatic results, and compliance with environmental and social safeguards.

    ·         To analyze baseline and impact-level data to assess the overall impact and outcomes of the project.

     

    Scope of Work: The consultancy shall perform the following duties and complete the following work:

    ·         Designing a quarterly monitoring framework that covers all aspects of the project.

    ·         Managing remote monitoring systems for areas that are challenging to access physically.

    ·         Developing and implementing data collection protocols.

    ·         Conducting detailed analyses of collected data.

    ·         Generating and disseminating quarterly consolidated reports, baseline and midline reports.

    ·         Ensuring adherence to environmental and social safeguards and reporting against their indicators

    Methodology

    The monitoring will employ a mixed-methods approach, including:

    ·         Document review and secondary data analysis.

    ·         Remote monitoring and use of technology tools such as mobile data collection tools.

    ·         Field data collection through surveys, interviews, and focus groups in accessible locations.

    ·         Rigorous data quality assessments and validation processes.

    Deliverables

    In reference to the scope of work, the consultant is expected to deliver the following:

    ·         A comprehensive quarterly monitoring framework document.

    ·         Remote monitoring system setup and management report.

    ·         Consistent and reliable data collection protocols document.

    ·         Quarterly reports highlighting fiduciary, programmatic, environmental, and social safeguards findings.

    ·         Analytical reports including baseline, midline and impact-level metrics.

    CARE will review all deliverables and provide feedback to the consultant.

    Expected duration of the assignment

    The consultancy shall be executed in the project life on need basis, commencing after signing the contract. The proposal should include a detailed schedule.

    Skills and Qualifications

    Professional Skills and Qualifications

    ·         Agriculture or Community Development, Rural Development, International Development, master’s degree or equivalent (as minimum) and not less than five years of relevant professional experience;

    ·         Proficiency in data analysis and quality/standard report writing

    ·         Data analysis: a range of statistical modelling and analysis of impact data; highly proficient user of such as STATA, NVivo and other data analysis tools.

    ·         Excellent report writing skills and experience in producing high-quality reports on outcomes of quantitative and qualitative analysis.

    • The financial proposal must cover all the activities outlined above, including design, documents review, analysis and reporting. The consultant is required to provide a cost proposal in the form of a price schedule that as a minimum should include:
      • Sub-total fees per quarter (8) and evaluations (2).
      • Total costs including taxes that are applicable.
      • Reasonable adjustment costs.
    • Other requirements that are specified in selection criteria.
