Qualified Somali applicants are invited to apply for the position of Child Protection Officer based in Mogadishu and Kismanyo, Somalia. The successful candidate will be offered a Temporary Fixed Term Appointment. Further extensions will be based on organization needs, funding availability and satisfactory performance.
a) Background
ANPPCAN (African Network for the Prevention and Protection against Child Abuse and Neglect) is a Pan-African child rights organization concerned with status of children in general and particular those in need of protection. It was founded in 1986 in Enugu, Nigeria during the First African Conferences on Child Abuse and Neglect whose theme was Child Labor in Africa. It is registered as a regional non-governmental organization with regional office in Nairobi, ANPPCAN has over 26 national chapters including Somalia.
ANPPCAN SOMALI CHAPTER (ANPPCANSOM) was established August 2008 and is affiliated with the ANPPCAN Network and registered with the relevant government authorities in Federal Government and Federal member states, as local non-governmental, non-profit making humanitarian organization with it is headquarter in Mogadishu and has operational field offices in Jubaland, Puntland, South West, Galmudug and a liaising office at ANPPCAN region in Nairobi, Kenya.
Job Overview
The Child Protection Officer is a member of the protection team of ANPPCANSOM. S/he will report directly to a Child Protection Coordinator. S/he provides functional child protection oversight to information management and programme staff. The Officer works directly with communities and children of concern to identify the risks they face and to leverage their capacities to protect themselves, their families and communities. The incumbent also acts as an advisor to senior management in designing a child protection strategy that fits within the broader Protection and Solutions Strategy by ensuring that it is based on consultation with persons of concern, including children, adolescents and youth. The Officer plans and undertakes quality, timely and effective child protection responses in line with ANPPCANSOM Framework for Child Protection, in an age, gender and diversity inclusive manner.
Duties and Responsibilities
The Child Protection Officer provides the interface between program ownership and delivery and acts as a focal point between the community and the program management.
The Child protection Officer is the ANPPCANSOM representative, acting as a single point of contact with a program implementation for the day-to-day management of the interests of the organization. The Child protection Officer is responsible for ongoing management on behalf of the ANPPCANSOM to ensure that desired program outcomes and objectives are delivered. The person must have adequate knowledge and information about the ANPPCANSOM and the program to be able to make informed decisions.
Who this position reports to: Child Protection Coordinator.
Responsibilities:
- Technical Quality
- Responsible for planning and direct implementation of Child protection activities.
- Support the development of M&E components into program design, along with any necessary tools for project implementation with the collaboration of Protection Coordinator.
- Assist in the development of tools, guidelines and frameworks for program implementation and administration.
- Support the implementation of training sessions for peer‐to‐peer child protectors & Children's rights training
- Engage in improving child rights in their local communities and Advocate Children and adolescents know their rights and actively in collaboration with adults.
- Establish and support child rights networks, support the development a program advocacy strategy, in cooperation with the Child Protection Coordinator.
- Support the development and implementation of internal protection mainstreaming training and other efforts of project design.
- Support financial planning and management, assisting Child Protection Program Coordinator and Director of Programs, supported by the Finance department, to develop and adhere spending plans and meet spending targets.
- Ensure that the project operates according to the work plans, budget, timeline and M&E system as designed.
- Reporting, documentation and accountability
- Ensuring an appropriate project managementframework;
- Support the collection of reports from the field, collating, drafting, editing and submitting to the Senior Project Coordinator for review and final submission to donors as necessary;
- Provide technical support and guidance to the database and information management teams, ensuring that data is collected and stored properly, and is used effectively in reporting and as a program management, monitoring and evaluation tool;
- Track progress against activities and outputs as committed, and support team to adjust work plans to most effectively achieve targets;
- Identification for preparing protection briefs and advocacy documents as required.
- Ensure developing timely and quality technical reports as per the project donor’s requirements against the agreed indicators;
- Analyze daily, weekly and monthly reports for identification of key achievements, challenges and advocacy issues
- Coordination & Representation
- Actively develop and maintain effective working relationships with key stakeholders, at the field office level, as necessary
- Represent the ANPPCANSOM Child Protection program in coordination forums, as requested by the Senior Child Protection Coordinator and Management of the ANPPCANSOM.
- Other duties as assigned by the supervisor to enable and develop ANPPCANSOM programs.

ANPPCAN-SOM also has an Anti-Bribery-and-Corruption-Policy and Whistle-Blower & Protection policy ensuring the non-disclosure of any information whatsoever relating to the practices and business of ANPPCAN-SOM, acquired in the course of duty, to any other person or organization without authority, except in the normal execution of duty and protect all employees to achieve compliance with various laws and regulations. Skills and qualifications
- Bachelor’s degree in Law, human rights, social sciences or a related field; having master’s degree is preferable.
- Minimum of 5 years of experience in development/humanitarian aid, protection; previous experience in case management programming;
- Understanding of protection, human rights, international law and humanitarian principles;
- Capable of applying skills and knowledge in a range of capacities, including direct implementation, advisory functions, coordination function, training and the transfer of technical knowledge;
- Understanding of project design, management and implementation of field-based protection programs;
- Understanding of programmatic reporting;
- Understanding of budgets and financial reporting;
- Strong coordination, communication and advocacy skills;
- Good computer skills such as: MS Word, Excel, PowerPoint;
- Fluency in English and Somali (spoken and written) is required;
- Personal qualities: Team player, flexible, network-builder, able to handle pressure well.
