1.  Background: The Federal Government of Somalia (FGS) has received financing from the World Bank through the Somalia Capacity Advancement, Livelihoods, and Entrepreneurship, through the Digital Uplift Project (SCALED-UP) and intends to apply part of the proceeds of the above project to finance Consultancy services to provide comprehensive technological solutions to enhance the existing online Somalia Business Registration System (SBRS) to support MoCI’s business and functional needs.

 

2.  Responsibilities: the consultant will conduct a comprehensive assessment of the current SBRS through an extensive evaluation of the SBRS to pinpoint crucial areas for improvement. This includes assessing SBRS functionalities, performance, and user experience, identifying technical, operational, and service gaps, and ensuring compliance with legal and regulatory frameworks; Source-Code Review and Vulnerability Elimination for the SBRS Database by conducting a fundamental source-code security review to identify and rectify vulnerabilities; Functionalities and template development for SBRS Rollout to FMS; Enhancement of the System Notification for various transactions; Development of SBRS API for Stakeholder Integration; Integration of Payment Aggregator in SBRS. Skills and qualifications

3.  Duration: The firm is expected to complete the proposed assignment within 2 years

4The Ministry of Finance invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The shortlisting criteria are as follows:

1.       Core business of the firm at least 5 years in business (General experience in the ICT technology industry, with a proven track record of delivering successful projects.)

2.       Specific experience in successfully implementing similar assignments. (At least one similar project) The vendor should demonstrate ability to handle large-scale assignments. The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources.

3.       Experience of relevant services in an environment similar to that of Somalia and

4.       Technical and managerial organization of the firm (provide only the structure of the organization). Do not provide CVs of key staff. Key experts will not be evaluated at the shortlisting stage.

5.         The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World

Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non-Consulting and Consulting Services dated in September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

6.       Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected

7.       A Consultant will be selected under the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
