Job description

Organizational Setting

The key mission of the FAO Representation in Somalia, which is led by the FAO Representative (FAOR), is to assist and support the national government in developing policies, strategies and programme aimed at accelerating the implementation and achievement of the Sustainable Development Goals (SDGs) in FAO's global mandate and strategic objectives.

More specifically, FAO's response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, ensuring the sustainable use of environmental and natural resources and responding to recurrent emergencies.

The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building, and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.


Reporting Lines

The Learning Specialist will be under the overall supervision of the FAO Representative in Somalia and under the direct supervision of the Monitoring and Evaluation Specialist.


Technical Focus 

The Learning Specialist will design and implement all learnings to improve the effectiveness and efficiency of the FAO Somalia Programme.


Tasks and Responsibilities

•    Support the design and implementation of learnings to improve the effectiveness and efficiency of the FAO Somalia Programme.
•    Identify Monitoring and Evaluation (M&E) findings, lessons learned and recommendations and avail results for decision-making processes and further project/programme development.
•    Facilitate dissemination of lessons learnt across the FAO Somalia Country Office, donors and other stakeholders.
•    Develop data collection tools on learning questions for the different projects in the Country Office.
•    Setup and manage the lessons learnt database.
•    Organize learning events/workshops on regular basis.
•    In collaboration with the Sectors, identify potential learning gaps and suggest appropriate recommendations to address such gaps.
•    Support in developing learning agenda during designing of the project/programme documents.
•    Lead on the analysis, interpretation and reporting of lessons learnt.
•    Provide training to FAO Somalia staff on learning (data collection, analysis, reporting and dissemination).
•    Ensure the necessary systems, processes, and tools are present to support the facilitation, collection, and sharing of lessons learnt.
•    Design and oversee research, reports, briefs, manuscripts for publication, and presentations related to lessons learnt. 
•    Maintain networks with experts in fields relevant to design, monitoring and evaluation to share information, ideas and best practices.
•    Support the FAO Somalia Programme/Sectors in extracting lessons learnt and good practices, and documenting case studies.
•    Organize the reflection and learning events following M&E activities (baseline study, post-distribution monitoring, impact assessment, resilience studies, etc.).
•    Ensure that all learning material is kept up to date.
•    Produce monthly report showing key lessons learned.
•    Use a variety of learning methodologies, techniques, concepts, learning tools and practices to ensure maximum effectiveness of learning.
•    Perform other duties, if required.

Skills and qualifications

Minimum Requirements

•    University degree in agriculture, rural development, international development, monitoring and evaluation or a related field.
•    Five years of relevant experience in Monitoring and Evaluation and data management.
•    Working knowledge (level C) of English, French or Spanish and limited knowledge (level B) of one of the other two or Arabic, Chinese, Russian for COF.REG. Working knowledge of English level C for PSA.SBS.

Technical/Functional Skills  

•    Experience in leading customized MEL efforts for international development and learning and development programs, including developing MEL technical designs and data collection tools, managing large/complex data collection efforts, leading analysis, and preparing high-quality reports.
•    Technical expertise in MEL approaches and implementation good practice.
•    Track record of strong qualitative research skills, including sample design, instrument development, data analysis (using software), and reporting on qualitative evidence. 
•    Quantitative skills will be a plus and should include good command of statistics, sampling methodologies, and statistical analysis software such as SPSS, STATA, and Epi Info.
