Terms of Reference (ToR) for Photography and Videography in Somalia.
Background.
Since 2004, the Norwegian Refugee Council in Somalia has supported displaced populations and those at-risk of or impacted by displacement. As an active humanitarian agency with staff in every state of Somalia, NRC produces communications products, publications, news content and multimedia on a regular basis. A significant requirement for this is high-quality photo and video content from multiple locations across the country, documenting the people, results and activities carried out by NRC Somalia and its staff, as well as highlighting the contributions of our partners.
As of January 2022, Somalia is the most severely drought-affected country in the Horn of Africa with approximately 4.3 million people affected. Furthermore, the drought situation has created a massive displacement crisis with 500,000 people displaced in the last quarter. Similarly, Housing, Land and Property (HLP) challenges confronting displaced communities have continued to increase and the most severe and acute HLP needs remain concentrated in areas affected by drought and locations hosting large numbers of Internally Displaced Persons (IDPs) and returnees. It is for this reason that NRC would like to document some of its work in this area.
Overall Objective of the Consultancy Service.
The overall objective of this consultancy service is to produce media and communication materials for NRC Somalia, on its HLP response within the drought to be used in different communication platforms, under the guidance of NRC Somalia.
We are seeking photography and videography services providers – with firms and individual consultants (freelancers) eligible to apply – for deployment across the country for a 1-2 month period across two locations (Baidoa and Mogadishu). Most importantly, the consultant is to produce compelling images and stories focusing on displacement affected communities and demonstrating the results and success stories of NRC Information, Counselling and Legal Assistance (ICLA) work on drought in Baidoa and Mogadishu. Specifically, the selected service providers will be able to provide the following services:
· Capture and deliver high-resolution, commercial-quality photos (including drone-based aerial footage) in JPEG and RAW format, inclusive of photo-editing, caption production, GPS location recording, and consent gathering, as well as gathering quotes or other written/recorded content from beneficiaries, project staff or other relevant actors, and drafting four outcomes-focused stories.
· Capture and deliver two high-resolution videos (2-5minutes) on the ongoing Housing, Land and Property work in Baidoa and Mogadishu, while highlighting personal and compelling stories. The video may contain a range of material, including b-roll, scene setting footage, aerial footage, activity footage, interviews with beneficiaries, project staff, officials, and other relevant stakeholders.
As part of above requirements, the selected service providers will need to be able to provide:
· Advise and consult on photo/video product creation feasibility, duration and best practices, timeframes and logistics, including proposed field missions, technical and logistical requirements, limitations, and all other aspects of content production
· Propose creative concepts for simple and advanced photo and video products to meet NRC briefs and organizational needs, including video scripts and storyboards as required.
· Either directly or via sub-contractors incorporated within price: high-quality graphics, GPS location recording, English /Somali subtitling, English /Somali voice overs, English/ /Somali translation, file-delivery (physical and digital), post-production and grading, name and contact information gathering, audio production, music production or provision (with all copyright terms and conditions resolved), animation and other services required to develop high-quality multimedia photo and video products
· Capturing biographical/basic data of key people photographed and interviewed, and on request, undertaking short interviews (written answers and/or video, generally supported by a NRC staff member)
· Submitting all material with basic captions/descriptions, including location, date, name, age etc.
· As part of above requirements, accept feedback on draft products and make revisions to achieve final desired end-products.
· Produce written impact-stories relating to the stories or activities captured in photos/videos
· Display awareness of branding and logo inclusion (or exclusion) in products, by ensuring correct logos or branding is incorporated.
· Display awareness and compliance with humanitarian consent requirements when gathering photo and video material, and compliance with NRC’s ethical guidelines.
· Be available for deployment on a short-term basis across Somalia, and/or have staff/service providers based across the country for use.
· Produce assignment reports.
Under the direct supervision of NRC Somalia, the selected service providers will perform the assignment using appropriate methods/equipment and should acquire the necessary permits associated with the use of technological equipment to execute the assignment.
Copy Right and Intellectual Property Rights.
In consideration of the fees to be paid, the selected service providers will expressly assign to NRC any copy right arising from the work the consultant produces while executing this assignment. The selected service providers may not use, reproduce or otherwise disseminate or authorize others to use, reproduce or disseminate this work without prior consent from NRC. Videos and photographs will be delivered without royalties free without any limit on time or usage including the web, printed publications, flags, posters, documentaries and other formats.
Expected Outputs /Deliverables.
· 50-70 high-resolution, commercial quality photos (including drone-based aerial footage) in JPEG and RAW format, for each of the four stories, inclusive of photo-editing, caption production, GPS location recording, and consent gathering, as well as gathering quotes or other written/recorded content from beneficiaries, project staff or other relevant actors.
· Four well written human-interest stories accompanied by high resolution commercial photos.
· Two high-resolution documentary video highlighting the current HLP work in Baidoa and Mogadishu. Videos may contain a range of material, including b-roll, scene setting footage, aerial footage, activity footage, interviews with beneficiaries, project staff, officials, and other relevant stakeholders
Responsibility of NRC.
· NRC will support the field activities by facilitating contacts of local communities and government officials. NRC will also provide guidance on the content of the videos.
· NRC will provide photography, videography and consent guidelines.
Skills and qualifications
The consultancy firm will be required to have;
· Demonstrable two or more years of experience in photography and recording similar projects with portfolio provided upon request.
· Exceptional photography and videography skills.
· Excellent photo and video editing skills.
· Excellent written and verbal in Somali & English languages.
· Experiencing working in remote areas.
· Previous experience of producing programme related and quality documentaries for international organizations with the aim of reaching both local and international audiences.
· Experience in working with UN agencies and other international organizations.
· Local Knowledge of Somalia and specific states, particularly relating to the humanitarian sector.
· Excellent technical capacities (state of art filming equipment, ideally including drone) to ensure smooth and high-quality production.
· Additional experience in development communication will be an added advantage.
Duration of the Assignment
Specific assignments will be on an ‘on-call’/’as-required’, daily-rate basis, with duration flexible depending on NRC requirements for specific assignments.
Contractual arrangements and supervision
· The selected service provider will be hired under NRC terms of contract and supervised by NRC Somalia, to make possible for delivering the above outputs, within the agreed period.
· NRC as the Client shall provide necessary support to the Consultancy firm in order to execute the assignment during the duration of the consultancy.
