VACANCY ANNOUNCEMENT- PROJECT OFFICER
SOS Children’s Villages International is the umbrella organization to which all SOS Children’s Villages including SOS Children’s Villages Somalia Association is affiliated. SOS Children’s Villages Somalia has officially been working in Somalia since 1985. SOS is currently working in 137 countries worldwide. We are committed to the welfare of children – often throughout the whole of their childhood, and to strengthening families and communities as a preventive measure in the fight against abandonment and social neglect. We also run education and health facilities. With the SOS Children’s Village concept, the organization pioneered a family approach to the long-term care of orphaned and abandoned children. SOS Children’s Villages Somalia current works in three regions; Banadir Regions (Heliwa, Wadajir, Dharkenley and Dayninle districts) southwest-state (Baidoa, Elbarde, Barawe, Burhakaba, Bardale, Qansaxdhere and Hudur) Hirshabelle State (Jowhar, Adale & Balcad).

Position Title: Project officer
Reporting To: Family Strengthening and Livelihood Manager
Location: Mogadishu with frequently travelling to all program locations.
JOB SUMMARY
The Project Officer will be based in either Jowhar or Mogadishu and will support the FSL Manager in the planning, coordination, implementation, and monitoring of climate adaptation and resilience-building initiatives targeting vulnerable communities in Jowhar, Balcad, Afgoi, and Mogadishu. The role involves close collaboration with project teams, community leaders, care givers, local authorities, community-based organizations, and the implementing partners to ensure the timely and effective delivery of activities aligned with climate resilience objectives. The Project Officer will coordinate with both program and support teams to ensure that project activities are delivered on time, to a high standard, and in a manner that reflects the needs and priorities of the targeted population. SOS is seeking a candidate with strong expertise in food security and livelihoods, mental health, protection including gender-based violence, cash-based transfers, agriculture-based livelihoods (crop and livestock), climate adaptation, disaster risk management and resilience programming. In addition to technical competencies, the post holder is expected to promote SOS’s values throughout the project and contribute to maintaining staff morale and enthusiasm for the work.
JOB RESPONSIBILITIES
1. Project Management Support.
· Assist in developing and executing project work plans, budgets, and timelines.
· Facilitate community-based climate vulnerability assessments and adaptation planning.
· Support implementation of climate-smart agriculture, natural resource management, and sustainable livelihoods activities.
· Monitor project progress, prepare reports, and ensure compliance with donor and organizational requirements.
· Engage stakeholders and build partnerships with government, NGOs, and local communities.
· Contribute to data collection, documentation of lessons learned, and knowledge sharing.
· Act as primary link between the assigned target communities and SOS Somalia in the project target locations.
· Responsible for close working with district authorities in target areas to select target communities in accordance with pre-agreed SOS’s selection criteria and process.
· Facilitate community dialogue processes in target communities and ensure the representation and participation of all socio-economic groups in the community.
· Support the selected communities to priorities their needs for utilization of the grants.
· Ensure good cooperation with SOS and partners in joint or supplementary implementation areas.
· Ensure that all tasks allocated by the FSL Manager are executed promptly, efficiently and in accordance with SOS operational guidelines.
· Take good care of all assigned equipment, including computers and communication equipment.
· Follow all SOS Procedures for security, finance, logistics, HR and administration.
· Any other tasks assigned by supervisor
· Facilitate the identification and/or formation and mobilization of local structures in the villages and district to assist in delivery of program interventions.
· Facilitate beneficiary identification in consultation with communities & local leaders
· Uphold Core Humanitarian standards are taken in to practice throughout FSL activity implementation
2. Monitoring, Evaluation, and Reporting:
· Develop indicators and tools for tracking the impact of climate adaptation and Resilience interventions.
· Ensure timely and quality reporting (weekly, monthly, quarterly).
· Document best practices and lessons learned.
· Contribute to project reports and documentation of success stories and lessons learned.
· Compile the required monitoring forms and reports using the prescribed SOS formats and submit reports to the FSL Manager regularly on assigned dates.
· Working closely with the SOS M&E team at area and ensure compliance with MEAL plans.
· Assist in impact assessments and post-intervention monitoring.
Skills and qualifications
1. QUALIFICATION AND JOB COMPETENCIES
· Bachelor’s degree in social science, project management, Climate Change, agriculture, development study, Social science, or related field.
· At least 3–5 years of relevant experience in project implementation, preferably in climate resilience or humanitarian settings.
· Strong experience in all FSL themes, Food security, livelihoods and agricultural recovery, cash programming, DRR and NRM
· Demonstrated knowledge of community mobilization/involvement techniques.
· Strong coordination, communication, and report writing skills.
· Knowledge of Somalia’s climate context and community dynamics.
· Proven ability to work collaboratively with a diverse range of stakeholders, including young activists, local coordinators, global project teams, national program teams, and main actors in local communities.
· Excellent in managerial skills including planning and organizational skills, problem solving capabilities, innovative and industrious.
· Flexibility and adaptability to work in a dynamic and changing environment
· Fluency in Somali and English required.
