Job description

  1. Background: The Republic of Somalia has received financing from the World Bank towards the cost of the Somalia Capacity Advancement, Livelihood and Entrepreneurship, through Digital Uplift Program (SCALED-UP) project; and intends to apply part of the proceeds of the above project to finance the Consultancy Services to Undertake Assessment for establishing National CERT (Firm Consultant) for National Communications Authority (NCA)
  2. Responsibilities: the consultant will develop a National CIRT establishment plan (“the Plan”). The

Plan will reflect the needs, requirements, and objectives of the country and will detail the services the national CIRT should provide its target audience and necessary resources. The consultant will conduct Desk Research and Preparation for on-site assessment; Conduct consultation workshops with relevant national and regional stakeholders; Draft Readiness Assessment Report and Draft National CIRT Establishment Plan.   1. Duration: The firm is expected to complete the proposed assignment within 12 weeks.

Skills and qualifications

  1. 4. The Ministry of Finance now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff etc.). The shortlisting criteria are as follows:
  2. Core business of the firm at least 7 years in business (General experience in cybersecurity, specifically incident response, cyber threat intelligence, and digital forensics)
  3. Specific experience in successfully implementing similar assignments. (At least 3 project references (Reference letters signed by customer must be provided) in the past 5 years of assessing, establishing/enhancement of national/sectorial CIRT/CSIRT/SOC).. The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources.
  4. Experience of relevant services in an environment similar to that of Somalia and
  5. Technical and managerial organization of the firm (provide only the structure of the organization). Do not provide CVs of key staff. Key experts will not be evaluated at the shortlisting stage.
  6. Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World

Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services dated in November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

  1. 6. Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected
  2. 7. A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
