    Background

    The Rural Livelihoods Resilience Programme (RLRP) is an 8-year project, and the lead agency for the Programme is the Ministry of Agriculture and Irrigation (MAI), Federal Government of Somalia. The project’s goal is to “improve and resilient livelihoods of rural smallholders in Somalia.” The Programme Development Objective (PDO) is” to sustainably increase productivity, incomes, and nutrition security and enhance the resilience of rural smallholder families in Somalia. The RLRP has three components: component 1, support to community resilience; component 2, support to smallholder livelihoods; component 3, Programme coordination and capacity building.

    The RLRP’s primary target groups will be 30,000 poor small-scale agro-pastoral households (HHs. RLRP will further include proportions for vulnerable groups, including IDPs (15 percent), women-headed HHs (30 percent), and persons with disabilities based on prevalence. The RLRP is a nationwide program. It will focus its comprehensive efforts on five Federal Member States (FMS) of Puntland, Galmudug, Jubaland, Hirshabelle and South West. Implementation will be sequenced, starting with the initial two FMS of Jubbaland and South West, and five regions in the two states: Jubbaland: Gedo and Lower Juba; and South West: Bay, Bakool and Lower Shabelle.

    The Ministry of Agriculture and Irrigation implements the Rural Livelihood and Resilience Program (RLRP). The program aims to enhance the livelihoods and resilience of rural communities. It focuses on promoting sustainable agricultural practices, diversifying income

    sources, and improving market access for farmers. Additionally, the RLRP works to build resilience by implementing measures such as water conservation, climate-smart agricultural techniques, and disaster preparedness. Community participation and empowerment are key program elements, fostering social cohesion and ownership of development initiatives. The Ministry strengthens institutional capacity to ensure effective implementation and long-term program sustainability.

    The National Programme Coordination Unit (NPCU), reporting to the MoAI, will be responsible for the day-to-day management of the Programme and will be in charge of planning, coordination, monitoring and evaluation, financial management, and procurement functions. In each state of intervention of the RLRP, a state program coordination unit (SPCU) will be established. It will be headed by a State Programme Coordinator, a position that will be filled through a competitive recruitment process. The State Programme Coordinator reports to the National Programme Coordinator. Implementation of RLRP is sequenced and the state level recruitment is now for the SPCU Jubbaland and South West States.

    Job Description

    Under the supervision of the National Programme Coordinator, the State Project Coordinator for the RLRP will have the following roles and responsibilities:

          Initiate and coordinate the preparation of annual work plans and budgets (AWPB) for the various beneficiary agencies in the state based on a standardized format.

          Facilitate the successful implementation of activities planned under the RLRP Project at state level, in accordance with the Financing Agreement (FA), Grant Agreement (GA) and subsidiary agreement with the FGS.

          Working closely with respective state ministries, independent monitoring agents, ensure the timely implementation of all project activities and ensure the proper accounting and reporting of all expenditures incurred under the RLRP State Level.

          Closely collaborate with the National Project Coordinator to provide leadership in the preparation of periodic Project Status Reports (PSR) and proper review of the PSR by the Steering Committee and onward transmission to the Ministry of Agriculture and irrigation and IFAD.

          Lead the state level team engagements on intergovernmental relations and engagements under the RLRP project.

          Assist the State, prepare, and follow through a phased program of actions to ensure coordination of efforts in implementing the RLRP project in the Jubbaland and Southwest State of Somalia.

          In collaboration with M&E, prepare results indicators specific to Jubaland and South West States and the periodic monitoring and reporting on these indicators in addition to reporting on the RLRP result framework.

          Facilitate the discussions on the review meetings as they relate to Jubbaland and South West State, ensuring that the various beneficiary agencies are on track.

          Support and ensure that project implementation is in compliance with the stipulations of the Project Implementation Manual and signed financing agreements.

          Coordinate and supervise the work of project staff in the State Programme Coordination Unit

           Supervise Consultants working with the State Programme Coordination Unit and monitor that the capacity development activities conducted by Consultants are efficiently transferred to relevant institutions in Jubbaland/South West State of Somalia

          Perform any other duties assigned by the National Programme Coordinator.

    Skills and Qualifications

          Possess a postgraduate degree in project management, economics, business administration, governance, development, or any other relevant area

          Minimum of 7 years’ experience working on donor-funded projects and state context with strong technical leadership in rural development, agriculture, fisheries, or livestock development.

          Knowledge of Somalia generally and the sensitivity to the underlying state of fragility.

          Experience of dealing with different stakeholders including different levels of governments, national and international research institutions, development partners, civil society, and communities.

          Demonstrated experience in managing teams with at least 5 years in team leadership positions supervising teams composed of 5-7 persons at least.

          Proven experience in coordinating, cooperating, and negotiating with high level Government officials, donor partners and multitude of local stakeholders.

          Proven record of ethical good conduct with high integrity and moral values

          Having trackable and clean record in the experience

          Readiness to work in a multi-cultural environment and respond to work to tight deadlines on a continual basis.

    Duration: The initial contract will be for one year with a six-month probation period, renewable every year on continued satisfactory performance.
