Job Title: Curriculum Development Specialist
Project: Somalia Empowering Women through Education and Skills – “Rajo Kaaba”
Location: Banadir and Southwest State of Somalia (2 positions)
Reporting: Team Leader (Skills and Education Expert)
Job Summary
The Curriculum Development Specialist will lead the design, review, and adaptation of curriculum materials for the integrated education and skills training program under the Rajo Kaaba Project. This role is critical to ensuring that the curriculum is contextually relevant, inclusive, and aligned with the learning needs of adolescent girls and women in Somalia. The specialist will work closely with government stakeholders, education experts, and trainers to deliver high-quality content across literacy, numeracy, life skills, and vocational training tracks.
This 24-month program targets 6,000 young women and 1,000 young men (ages 15-35) in Banadir and Southwest State of Somalia, focusing on literacy, numeracy, life skills, and market-relevant vocational training. The specialist will work closely with the Ministries of Education (FGS and FMS) to ensure the curriculum is aligned with project objectives and the specific needs of the beneficiaries.

Key Responsibilities and tasks.
R1: Curriculum Design, Review and Implementation
· Lead the review and adaptation of existing curricular materials in collaboration with MoECHE and FMS education authorities.
· Develop and finalize course outlines for literacy, numeracy, life skills, and vocational training modules.
· Ensure curriculum content is culturally appropriate, gender-sensitive, and accessible to learners with varying literacy levels.
· In collaboration with the Federal Government of Somalia (FGS) and Federal Member State (FMS) Ministries of Education, review existing curricular materials and suggest modifications to align with the Rajo Kaaba Project's objectives.
· Support the finalization of the comprehensive course outline and plan for the integrated education and skills program, ensuring it integrates basic literacy, numeracy, and life skills (including health and hygiene, climate change response, basic digital skills, and leadership skills) with hands-on vocational training.
· Ensure the seamless integration of literacy and numeracy levels (1-4), life skills, and vocational training components within the 12-month program structure.
· Adapt and adjust existing delivery models and curriculum content to suit the target age group (15-35) and the project's 24-month duration, considering the two beneficiary groups (those without functional literacy/numeracy and those with Grade 3-4 level skills).
· Contribute to ensuring the delivery of a high-quality training program by providing expertise in curriculum design and pedagogical approaches.
· Work effectively with the TVET Specialist, Team Leader, and other project staff to ensure a cohesive and well-structured educational experience.
· Prepare comprehensive curriculum documents, training modules, and other related materials.
R2: Instructional Material Development
· Design teaching and learning materials, including facilitator guides, learner workbooks, and assessment tools.
· Integrate life skills topics such as reproductive health, digital literacy, climate change awareness, and financial literacy into the curriculum.
· Ensure materials are suitable for delivery in non-formal education settings and adaptable to different learning tracks.
R3: Capacity Building and Support
· Train facilitators and trainers on curriculum implementation and instructional strategies.
· Provide ongoing technical support to educators and implementation teams to ensure fidelity to curriculum design.
· Develop tools and strategies for continuous improvement based on feedback and learner performance.
R4: Monitoring and Evaluation
· Collaborate with the M&E team to embed learning assessments (baseline, midline, endline) into the curriculum.
· Support the development of indicators and tools to measure curriculum effectiveness and learner outcomes.
· Document lessons learned and contributed to final reporting on curriculum-related achievements and challenges.

Working Conditions
· Based in Mogadishu and Baidoa, the position requires some level of travelling to project sites in Mogadishu (Wadajir and Howlwadag) and Southwest (Baidoa and Afgoi)
Skills and qualifications
Qualifications
· Master’s degree in education specializing in curriculum studies/development or teacher education.
· Minimum of 8 years of experience in curriculum development and review.
· In-depth knowledge of and insights into accelerated basic education and training in Somalia.
· A proven track record in developing and reviewing Accelerated Basic Education (ABE), teacher training, or primary/secondary curricula.
· Skills, Strong understanding of adult learning principles and methodologies.
· Excellent analytical and problem-solving skills with attention to detail.
· Ability to work collaboratively in a multi-stakeholder environment.
Proficiency in English; knowledge of the Somali language is a significant advantage
