Terms of Reference for Project Manager (100%) – Contract for Consulting Services
1. Consultancy Description
The consultant will work as a Project Manager for the Berghof Foundation project “Infrastructures for Peace and Environmental Peacebuilding in Hirshabelle and Galmudug State, Somalia”. The consultant will support the project team in its various project activities and project outputs, as well as in monitoring, evaluation and learning (MEL) and will represent the organization in the region.
2. Berghof Foundation’s Programming in Somalia
Since 2015, the Berghof Foundation has supported community representatives in the Federal Member States of Galmudug and Hirshabelle in their efforts to build peace by creating a network of insider peacebuilders who have the skills and experience to encourage dialogue and reconciliation in their communities. The current programming focuses on increasing the knowledge and developing the capacity of the Insider Peacebuilders Networks (IPNs) on climate security and environmental peacebuilding and working closely with local communities in conflict hotspots that are severely affected by climate change.
3. Main Tasks and Responsibilities
- In close coordination with Berghof Foundation’s project staff in Mogadishu and Berlin, the Project Manager’s tasks may include but are not limited to:
- Help in designing and carrying out project activities in different locations in Hirshabelle and Galmudug States.
- Facilitation of workshops and dialogues in Hirshabelle and Galmudug.
- Collaborating closely with and accompanying members of the Insider Peacebuilders Network.
- Advising the project team on the design, implementation, and evaluation of climate security programming in Somalia.
- Monitoring of the current trends and updates of the government and key partners' climate security programming in Somalia.
- Regular debriefing and reporting of project activities, including outcome harvesting and the collection of impact stories.
- Budget monitoring and financial coordination with in-country staff and Open Horizons, our financial management provider.
- With the support of the MEL team, you are responsible to support and contribute to the design and implementation of an effective MEL strategy, including the collection off data and evidence of impact;
- Representation of Berghof Foundation at donor meetings, coordination meetings, and conferences in Nairobi, Kenya and Mogadishu, Somalia.
- Assisting in the continuous development and improvement of curricula and workshop design to support the ongoing capacity development of the IPN.
- Advising on research, policy briefs, and project evaluation exercises.
4. Scope of the Service Contract
The framework agreement is envisioned to start as soon as possible in July 2025 and run until 31 December 2026, with the possibility of extension.
Skills and qualifications
Applicants shall demonstrate that they fulfil the following criteria (to be assessed on the basis of all supporting documents listed in Section 7):
- Somali native speaker with business-fluent English skills with excellent verbal and written skills in both languages.
- You have 4+ years of relevant work experience in project management;
- Living in Mogadishu, Somalia;
- A degree in a relevant field such as Peace and Conflict Studies, Political Science, International
Relations or similar;
- Comprehensive knowledge of the concepts and practical application of environmental peacebuilding, insider mediation and conflict transformation;
- Excellent knowledge of the political and cultural context in Somalia as well as in the federal states Galmudug and Hirshabelle.
- Experience in project MEL;
- Experience working in cooperation with international teams through online/remote communication;
- Strong ability to work as part of a team as well as independently;
- Strong organization and communication skills;
- Professional skills in the use of Microsoft applications (Word, Excel, Teams) complete your profile.

6. Excluding Criteria
- Not a Somali native speaker;
- No business-fluent English and Somali verbal and written skills;
- Not living in Mogadishu.
