Sector experience: Minimum of 5 year/s of demonstrable relevant experience working in respective program / project preferably at field level, in emergency & conflict environments (essential).
Geographical experience: Minimum of 5 year/s of experience in Somalia (essential).
Languages: Fluent in English (essential).

Overview of position

  • Somalia continues to face complex emergencies & post crisis challenges that require effective coordination & response. Our client in Somalia, through the Emergency & Post Crisis (EPC) pillar, provides integrated support to affected populations in various sectors, including WASH, SNFI, CCCM, health, livelihoods, climate & durable solutions. The EPC pillar plays a critical role in addressing humanitarian needs, facilitating recovery & building resilience among vulnerable communities in Somalia.

  • Alongside frontline activities our client in Somalia has been implementing the Displacement Tracking Matrix (DTM) program which encompasses mobility tracking, flow monitoring & surveys that aim at supporting evidence based programming. As a co chair of the Information Management & Assessments Working Group (IMAWG) & key member of Internally Displaced Peoples Working Group (IDPWG), the DTM program is enabling humanitarian actors to plan & respond to needs in Somalia & across the region.

  • Under the direct supervision of the National Project Officer & the overall supervision of the DTM Program Manager, the selected candidate is expected to perform the following duties as mentioned in this TOR.

Role objectives

  • Provide stake level leadership and oversight of DTM activities at state level, providing regular updates on context, including security changes is displacement dynamics.

  • Provide daily support to the Enumerators.

  • Liaise with inter agency & cluster partners & particularly the CCCM cluster on displacement related information.

  • Coordinate daily field activities in close cooperation with the team leads.

  • Monitor & report on the day to day data collection & any other activities related to DTM which includes mobility tracking, flow monitoring & ETT to Program Manager.

  • Support the National Project & Operations Officer in recruiting & deploy Enumerators before, during & after in emergency cases using DTM different type of tools whenever crisis occurs.

  • Monitor & report on the day to day data collection & any other activities related to DTM which includes mobility tracking, ETT, DSP & BRaVE.

  • Provide a final field report to the DTM Program Manager at the end of the fieldwork in each assessment, including preliminary findings.

  • Liaise with state level authorities, UN agencies, partner NGO’s & other migration / mobility related information actors as relevant.

  • Assist in developing & update agreed data collection strategies & action plans ensuring that these are adequately reflected in overall data collection methodologies.

  • Support the effective displacement tracking project implementation, ensure regular monitoring as per agreed timelines, prepare project status & progress reports.

  • Represent the DTM project, as required, in various forums & inter agency gatherings convened to discuss coordinated responses for IDPs in Somalia in coordination with the Program Manager.

  • With inputs from the Information Management Officer, provide regular feedback to the Enumerators & the Senior Enumerators on the quality of data collected.

  • Perform such other duties as may be assigned.

Project reporting

This role works under the direct supervision of the National Project Officer & the overall supervision of the DTM Program Manager.

Skills and qualifications

Key competencies

  • Bachelor’s degree in social sciences, business administration or development studies or a related field from an accredited academic institution with three years of relevant professional experience or high school degree in the same fields with minimum five years of relevant professional experience.

  • Experience working in respective program / project preferably at field level, in emergency & conflict environments.

  • Experience in using ODK or KOBO or any mobile application which is used to collect data.

  • Good knowledge of data collection techniques, including surveys, key informant interviews & focus group discussions.

  • Experience conducting training & supervising enumerators / data collection exercises.

  • Experience liaising with government authorities & other stakeholders.

  • Good knowledge of Jubaland state, Southwest state & federal states, their regions & districts is an advantage.

  • Must be available to travel within Somalia on a regular basis.

  • Experience working in an international organization & knowledge of the UN is essential.

  • Good, communication, reporting & negotiation skills.

  • Excellent monitoring, managerial, organizational skills along with accuracy.

  • Ability to work with limited supervision.

  • Ability to multi task & delivers on set objectives & timelines in hardship situations.

  • Experience in the usage of Microsoft Office software packages (Word, Excel etc.) & knowledge of spreadsheet & data analysis.

  • Fluency in English & Somali is required.
