Terms of Reference (ToR) for Climate Change Play and Song Development

  1. About ADO

Agricultural Development Organization (ADO) is a well-established non-governmental organization that has been at the forefront of rural development and agricultural sustainability since its inception in 1993. Over the years, ADO has gained significant recognition for its commitment to improving the livelihoods of rural communities and its dedication to addressing pressing issues in the agriculture and development sectors.

ADO was originally founded in response to a dire need - the devastating aftermath of the civil war in Somalia and Somaliland. In the 1990s, this war left a trail of destruction, including the loss of homes, livelihoods, and critical infrastructure in many communities. Witnessing the suffering and challenges faced by the returnee population in the aftermath of the conflict, ADO embarked on its mission to provide relief and rehabilitation support. Its initial focus was to assist those who had lost their homes and means of sustenance during these turbulent times.

Since its establishment, ADO has not only fulfilled its initial mandate of relief and rehabilitation but has also successfully transitioned into broader development activities. The organization has diversified its portfolio, expanding into early recovery initiatives, and pioneering sustainable agricultural practices. This transformation was driven by ADO's unwavering commitment to create lasting, positive change in the communities it serves.

ADO's operational footprint has also expanded over the years. The organization has its central Head Office in Hargeisa, the capital of Somaliland, and regional branch offices in strategic locations, including Burao, Borama, and Erigavo. These regional branches are strategically positioned in the Togdheer, Awdal, and Sanaag regions, ensuring that ADO's presence is felt where it matters most.

Additionally, ADO actively participates in local umbrella groups, namely, NAGAAD, SOLPAF, and SONSEF. These affiliations reflect ADO's dedication to collaboration and partnership within the development sector, fostering synergies and knowledge sharing with like-minded organizations.

  1. Background and Introduction:

This consultancy aims to develop a climate change play and a corresponding educative song in the Somali language, using local cultural elements such as poetry, wisdom lines, proverbs, and old adages. The primary aim is to educate local communities about climate change while entertaining and engaging them through comedy and wisdom-driven content.

  1. Objectives:

The main objectives of this consultancy are:

  • To create an engaging and educational climate change play that effectively communicates the concepts of climate change, its impacts, and potential positive actions in the context of the local community.
  • To compose a dynamic and interactive song that inspires positive climate change actions and behaviours among the local population.
  • To produce both the play and the song in video format, incorporating the latest videography and editing techniques.
  1. Scope of Work:

The selected consultancy will be responsible for the following tasks:

  • Concept Development: Brainstorm and create a compelling storyline for the play that incorporates humour, wisdom, and local cultural elements. Develop the lyrics for the educative song, ensuring they resonate emotionally with the audience.
  • Scriptwriting or well-designed plan: Write the script for the climate change play, combining educational content with comedic and wisdom-driven elements. The script should be culturally sensitive and in line with the local context.
  • Song Composition: Compose the lyrics and music for the educative song. The song should be emotionally impactful and encourage the audience to take positive actions to address climate change.
  • Video Production: Produce high-quality videos of the play and the song. This includes location scouting, casting, filming, and post-production editing.
  • Cultural Integration: Incorporate Somali poetry, wisdom lines, proverbs, and old adages into both the play and the song to enhance cultural relevance and engagement.
  • Educational Content: Ensure that the play and the song provide accurate and understandable information about climate change, its causes, impacts, and feasible solutions.
  • Entertainment Value: Infuse the play with comedic elements that captivate and entertain the audience while effectively delivering the educational message.
  • Engagement Strategy: Develop an engagement strategy to encourage the audience to share and discuss the play and the song, fostering a community-wide conversation about climate change.
  1. Deliverables:

The consultancy is expected to deliver the following:

  • A fully developed plan for the climate change play that balances education, entertainment, and cultural relevance.
  • At least one fully composed and recorded educative song with captivating music and emotionally resonant lyrics.
  • High-quality video productions of the play and the song, incorporating advanced videography and editing techniques.
  1. Timeline:

The consultancy is expected to be completed within 45 days of signing the contract. A detailed timeline, including scriptwriting, composition, filming, editing, and final delivery milestones, will be developed in collaboration with the selected consultancy.

  1. Budget:

The budget for this consultancy will cover all costs associated with concept development, scriptwriting, song composition, video production, editing, engagement strategy, and any other relevant expenses.

  1. Reporting:

The consultancy will provide regular progress updates to the project manager or designated contact person. Updates will include script drafts, song drafts, video drafts, and any other key deliverables.

Skills and qualifications

  1. Selection Criteria:

Consultants will be selected based on the following criteria:

  • Demonstrated experience in scriptwriting, song composition, and video production, particularly within cultural and educational content.
  • Familiarity with climate change concepts and effective communication strategies.
  • Creative approach to blending humour, wisdom, and educational content.
  • Prior experience working with local communities and integrating cultural elements into artistic productions.

By accepting this consultancy, the selected party agrees to adhere to the terms outlined in this document and to provide high-quality deliverables that effectively fulfil the project's objectives.

  1. Submission of Proposals:

Interested parties should submit and complete the proposal form outlining their approach, relevant experience, timeline, budget, and any other pertinent information. The form can be collected from the ADO office anytime during working hours and before the deadline of this call. Alternatively, the form can be downloaded from here. The completed form should be submitted by the email [email protected] or in sealed envelope to be bring Hargeisa office, near young Muslim Academy or Sha’ab court area, working hours between 8:00am to 3:00pm (Sunday to Thursday).

 Closing date is September 24th, 2023 at 1:30pm East Africa.
