The Government of Somaliland has applied for additional financing from the African Development Fund (ADF) towards the cost of the Somaliland Road Infrastructure Programme – Additional Financing: Horn of Africa Somaliland–Djibouti–Ethiopia Corridor (HASDEC) and intends to apply part of proceeds of these grants towards eligible payments under the individual consultancy contract for a Technical Lead.

The Technical Lead will contribute to the effective implementation of policies and programs/projects in Somaliland through participation in the areas of policy dialogue, monitoring and supervision of infrastructure development projects.

The duration of the assignment is twelve (12) months, renewable subject to the satisfactory performance, availability of funds and operational needs. The consultant shall be subjected to a probationary period of three (3) months, and it is envisaged that the consultant’s services will be for a total duration of twenty-four (24) months.

The Somaliland Roads Development Agency (SRDA), as the executing agency of the Government of Somaliland, now invites eligible individual consultants - Technical Lead, to express interest in providing the above services.

Interested candidates should submit their (i) short cover letter; (ii) Curriculum Vitae (CV) using the template annexed to the terms of reference detailing educational qualifications and relevant work experience along with copies of academic and professional certificates demonstrating that they meet the required qualifications and experience; and (iii) capability statement of not more than four (4) pages explaining why they are the most suitable candidate for executing the assignment. Facilitation for official travel outside the workstation will be handled by the Client

QUALIFICATIONS

a)       A Bachelor’s Degree in Civil Engineering from a recognised university and at least twelve (12) years’ work experience in civil/infrastructure works or a master’s degree in civil engineering, construction management, project planning and management from a reputable university and at least ten (10) years’ experience, or a bachelor’s degree in civil engineering from a recognised university together with a professional qualification related to civil engineering with at least eight (8) years’ experience in civil/infrastructure works, construction supervision, or contract management.

b)      At least seven (7) years working experience on large-value road projects or in one or more transport infrastructure development projects similar to the Somaliland Road Infrastructure Programme – Additional Financing: Horn of Africa Somaliland–Djibouti–Ethiopia Corridor (HASDEC).

c)       Experience on projects financed by development partners (such as the African Development Bank (AfDB), World Bank, European Union, Islamic Development Bank, etc.).

d)      She or he must be fluent in English language and must be competent in computer application programmes such as MS Word, MS Excel MS Project etc.
