Duty stations – (SMLP2 regions) Marodijeh, Awdal, togdher, Sanaag , Sool (Ainabo district only)

Position: Community Monitors (One position)

Reporting lines: Reports to the DARS Manager (TPM Team Leader)

1.      Duties and Responsibilities

o   Community Monitor is responsible to conduct Site Visits as assigned in Somaliland sites  and adjacent sites (such as IDP camps and adjacent rural villages). The assigned communities will either be areas with a high concentration of USAID -BHA activities, or an area that is perpetually inaccessible due to insecurity.

o   The community monitor conducts data quality reviews with special attention to data completeness, data accuracy, data integrity, validity, and timeliness, and submits the Community Monitoring Site Visit data for each assigned sites to DARs team leader by the 20th of each month so that DARs TPM manager can review and share the report by 28th of each month.

o   Community Monitor, who already lives in the assigned community, is expected to provide ongoing context monitoring including capturing contextual photographic information when photographs are determined to be safe.

o   The community monitoring collects Global Positioning System (GPS) coordinates of each of the (SMLP2 regions) Marodijeh, Awdal, togdher, Sanaag , Sool (Ainabo district only)sites as well as other points of interest (such as major infrastructure or IP offices) when use of GPS is determined to be safe.

o   The Subcontractor collects data using one Community Observation Tool for each of the sites assigned sites per month.

o   The community monitor will carry out mapping of humanitarian aid organizations, actors, and facilities. The community Monitor will conduct Local market/supermarket scans for donor-funded food and nutrition commodities.

o   The Community Monitor is expected to record highlights from local media on issues related to humanitarian assistance, including context monitoring on market conditions, natural disasters/disease outbreaks, conflict/insecurity, political /administrative changes, and migration in and out of the communities/camps. 

o   The Community Monitor is responsible for recording highlights of community meetings, when attendance is possible, and/or recording the content of publicly posted notifications from the IPs or community leaders as they relate to beneficiary selection and aid coordination/announcements.

o   The Community Monitor will be responsible to record observations of live activities including distributions, service delivery, training, community awareness events, etc., when security and safety conditions allow.

o   The Community Monitor will record highlights of informal one-on-one conversations (on select guiding topics described in the tool) with community members (particularly members of minority clans, people with disabilities, pregnant and lactating women, families with children under five) community leaders, local officials, and IP/IP local partner staff. These conversations will be completed only when security and safety conditions allow.

o   The Community Monitor will also conduct beneficiary survey (BSs) for at least three beneficiaries for the site monthly. The Monitor will aim to survey those same three beneficiaries each of the months of CM-SVs, to assess changes over time to the respondents’ conditions and perceptions.

Skills and qualifications

o   University degree in public health, social sciences, statistics, planning development, and/or related field is required. Degree in monitoring and evaluation or research will be an added advantage.

o   A minimum of 2 + years’ experience in field work and data management.

o   Ability to work in teams, openness to respond positively to different points of view.

o   Excellent oral and written communication skills and demonstrate computer skills.

o   Experience and knowledge on mobile data collection ODK, Koobo-toolbox.

  • willing to travel to different regions across Somalia/Somaliland and can write and speak the English language fluently, as well as the fluent Somali languages Maxatiri and Maay in your work (SMLP2) region.

o   Experience in undertaking both qualitative and qualitative data.
