The Somaliland Development Fund – Phase 3 (SDF3) covers the period 2025-2028, with the possibility
of a two-year extension. SDF3 aims to strengthen the climate resilience of vulnerable communities in
Somaliland while creating increased income and job opportunities, thereby helping to reduce poverty.
SDF3’s ambitions are aligned with NDP3 and reflect the priorities set out in Somaliland Vision 2030.
SDF3 funding is provided by Denmark, Norway and United Kingdom (UK).
Under SDF3, the Joint Steering Committee has approved the Climate Smart Agriculture (CSA)
Project in Sanaag, which seeks to transform subsistence farming into resilient, inclusive, and marketoriented agricultural systems. Targeting 4,500 households in Erigavo and El-Afweyn districts, the
project will promote climate-smart infrastructure, drought-tolerant crops, Good Agricultural Practices
(GAP), Integrated Pest Management (IPM), solar-powered irrigation, cooperative development, and
value chain strengthening.
To support implementation, SDF seeks to recruit a Soil and Water Conservation Expert to join the
Climate Smart Agriculture (CSA) Project Management Team (PMT) in accordance with the approved
project proposal and the SDF3 Operational Guidelines (September 2025). The Expert shall provide
construction supervision, contract administration, quality assurance, and technical oversight of soil and
water conservation works, ensuring timely delivery and compliance with approved designs, technical
specifications, contractual requirements, and environmental and social safeguards

Required Qualifications, Skills and Experience
Qualifications and Skills
• Minimum of a Bachelor’s degree in Soil and Water Conservation, Agricultural Engineering, Civil
Engineering, Water Resources Engineering, or a related discipline.
• Registration with a recognised professional engineering or related professional body will be an
advantage.
General Professional Experience
• Minimum twelve (12) years of post-qualification professional experience in soil and water conservation, watershed management, land restoration, climate-smart agriculture, irrigation or related fields.
• Experience working on donor-funded infrastructure projects in fragile and conflict affected countries.
Specific Professional Experience
• Minimum ten (10) years of experience in the supervision, quality assurance and contract administration of SWC, watershed management, land reclamation or related infrastructure projects.
• Minimum of seven (7) years experience as Soil and Water Conservation Expert or Advisor in
a donor funded large-scale community-based SWC interventions working with government
agencies, local communities and development partners.
• Experience supervising soil bunds, stone bunds, water harvesting structures, check dams, gabion works, riverbank protection and watershed rehabilitation measures on at least three (3)
completed projects.
