CALL FOR EXPRESSIONS OF INTEREST: EXPERT TRAINERS ROSTER – CSI SOMALILAND
Terms of Reference (ToR) for Inclusion in Civil Service Institute National Trainers Roster Civil Service Institute (CSI) – Somaliland
1. Background
The Civil Service Institute (CSI) is the leading public training and capacity-building institution mandated to professionalize the civil service in Somaliland. In line with its renewed strategy to build a competency-based, citizen-centered public administration, CSI is expanding its national pool of certified trainers and subject-matter experts.
CSI now invites expressions of interest from highly qualified professionals to join its Trainers Roster. The roster will serve as a database of pre-vetted national and international experts who may be engaged for future short-term training assignments, curriculum development, capacity-building programs, technical support, or advisory missions across Somaliland’s public sector.
2. Purpose of the Trainers Roster
The CSI Trainers Roster aims to:
• Ensure a ready pool of qualified trainers for rapid deployment.
• Improve the quality and consistency of training delivery.
• Facilitate knowledge transfer and professional development in public service.
3. Key Thematic Areas of Interest
CSI is seeking qualified trainers in the following areas (but not limited to):
• Human Resource Management (HRM)
• Public Financial Management (PFM)
• Procurement and Supply Chain
• Accounting and Auditing
• Project Planning and Management
• Monitoring and Evaluation (M&E)
• Governance, Public Administration & Public Policy
• Leadership, Change Management & Strategic Planning
• Diplomacy, International Relations & Protocol
• Conflict Resolution, Peacebuilding & Security
• Research Methodology and Data Analysis
• Quality Assurance and Performance Management
• Office Administration & Records Management
• Report Writing, Policy Drafting & Communication
• Decentralization and Local Governance
• Development of Training Materials and Quality Metrics
• Law and Legal Studies
• Information Communication Technology (ICT)
Skills and qualifications
3. Eligibility Criteria
• Interested candidates must meet the following minimum requirements:
Advanced degree (master’s or higher) in a relevant field (e.g., Public Administration, HRM, Economics, etc.).
• Professional certification(s) in the relevant training area (e.g., PMP, PFM, ACCA, CIPD, etc.) is highly desirable.
• At least 5 years of practical experience in delivering training or technical advisory services in the public sector or development organizations.
• Strong communication, facilitation, and instructional design skills.
• Demonstrated experience working with government institutions, universities, NGOs, or international organizations.
Fluency in English is required; proficiency in Somali is an asset
