Human Resource Manager.

Hargeisa, Somaliland

The Role:

The Human Resource Manager will provide support and managing of Human Resource functions for Maansoor Hotels. The HR Manager will support Maansoor Hotels in review/implementation of Hotel Human Resource strategy, oversee the recruitment process, design /Review hotel policies and set objectives for the HR team to develop HR departmental rule and regulations and its goals to improve performance of its functions and achieve set results.

Duties and Responsibilities

  1. Recruitment Process

Managing recruitment processes for Maansoor Hotels in line with Maansoor hotels recruitment policy and procedure this include:

    •  Prepare vacancy announcements in line with the positions job descriptions
    • To facilitate short listing processes in collaboration with the hiring managers
    • Organize and facilitate interviews for panel members.
    • Draft interview minutes.
    • Send all interview documents for review by the Operations Manager before an offer is made
    • Issue the successful candidate the offers and contracts
    • Coordinate the induction processes for all new staff.
  • Ensure that recruitment process is fair and transparent and in line with Hotel HR policies and procedures
  • Compile the Monthly Recruitment Status Report and send it to the Head of HR
    • Send regret letters to interview candidates who were not successful in the selection process.

Capacity building Training, Supervision, and Performance Management

  • Travel to Maan soor hotel Berbera and Burco and manage, train, coach management team all three hotels create detailed plan to build capacity including performance objectives and development in collaboration with HR Manager.
  • Conduct a timely performance evaluation
  • Orient new staff on performance management tools and Learning & Development policy & processes
  • Work on the career development plan of the subordinate.
  • Ensure that the subordinate is working in a harmonized manner.
  • Provide technical support and on job training all hotel managers and team leaders.
  • Work with other hotel managers or Head of Operations to be coached/ mentor. Train/coach them and bring difference on their skill.
  • Follow up the implementation of improvement plan according to the feedback’s given at the time of coaching by the hotel managers. 
  • Provide supervision, coaching and on the job training of the H&R Assistant in all aspects of human resource function.
  • Ensure a performance agreement is put in place for H&R Assistant and mid-year and annual performance review is conducted

Contract Management

  • Prepare employment contracts of all the three hotels.
  • Maintain and Send an up to date staff list with contract dates on a monthly basis to the operations manager
  • Track all contract end dates and ensure timely renewals and/or giving of notices.
  • Ensure that hires, separations, position changes for Maansoor Hotels are entered in Our system on a weekly basis
  • Coordinate separation processes for staff who are leaving the hotel

Payroll Administration

  • Prepare and ensure complete and accurate compensation data to have an efficient, effective, complete and accurate monthly payroll process
  • Process monthly payroll on time for all the three hotels
  • Ensure that the monthly statutory payments (PAYE –) are done on time with proper supporting documents
  • Process final dues to separating employees

Records Management

  • Open new files for new staff and ensure that all the required documentation has been filed.
  • Ensure all Maansoor Hotels staff files are consistently updated upon hire and on a monthly basis with relevant onboarding documents; (contract documentation, hotel policy forms,
  • Ensure separation documents are appropriately filed for all staff.

Leave Management

  • Facilitate the orientation of new staff how to request their leave days
  • Ensure that all staff apply for leave through our system and Line managers approve.
  • Produce and send quarterly leave utilization reports to operation managers.

 

Skills and qualifications

  • University degree in Human Resources Management, Business Administration, Social Sciences or an equivalent 4 years’ experience for degree holders and 6 years of experience in office administration and human resource.
  • NGO experience in Human resource is preferable.
  • Strong organizational skills
  • Computer literate especially word and excel. 
  • Excellent in English and Somali both speaking & writing. 
  • Ability to work under pressure. 
  • Knowledge and understanding of local employment standards, and occupational health
  • Strong MS office and the ability to use technology to collaborate across a global organization.
  • Knowledge of principles and procedures for staff recruitment, selection, training, compensation and benefits, job design, labor relations and negotiation, and Human Resources Information Systems.
  • Good conflict management skills.
