Job Title: Non Formal Education (NFE) Specialist

Project: Somaliland Empowering Women through Education and Skills – “Rajo Kaaba”

Location: Marodi-jeex and Togdheer, Somalliland (one position)

Reporting: Team Leader (Skills and Education Expert)

Job Summary

The Non-Formal Education (NFE) Specialist will assist in managing the delivery of NFE services under the Rajo Kaaba Project. This role is focused on ensuring that NFE activities are effectively implemented to meet the needs of marginalized youth and adults. Responsibilities include overseeing project implementation, collaborating with relevant stakeholders, and contributing to the design of service delivery strategies. The role also involves supporting the establishment of a robust M&E system to accurately measure and track program outputs, intermediate outcomes, and overall impact, ensuring the program’s success. The specialist will work closely with government stakeholders, education experts, and trainers to deliver high-quality content across literacy, numeracy, life skills, and vocational training tracks.

Rajo Kaaba project seeks to strengthen literacy, numeracy, and socioeconomical skills as well as select market relevant vocational skills among approximately 900 young women (age 15-35) in selected regions of the country (Marodi-Jeex & Togdheer). The specialist will work closely with the Ministries of Education and Science to ensure the curriculum is aligned with project objectives and the specific needs of the beneficiaries.

Please note: This position is contingent upon successful funding and award of the Somaliland Empowering Women through Education and Skills “Rajo Kaaba” proposal. Your CV, if shortlisted, interviewed, and are successful will be submitted as part of this proposal to the donor.

Job Responsibility 1: Program design, development and reporting:                                                                                                                                     

·       Oversee the implementation of NFE activities, ensuring effective rollout according to the project’s objectives.

·       Manage the process of enrolling and registering out of school children and youth into NFE programs, adhering to set criteria.

·       Work with Somaliland Ministry of Education and Science (MOES) to establish criteria for NFE learners’ transition to further education or employment.

·       Oversee the development of relevant home-based learning and remediation materials for NFE learners and teachers.

·       Provide support and coaching to NFE facilitators to enhance their teaching and facilitation skills.

·       Develop detailed technical workplans for the NFE component, sharing these plans with staff during planning workshops.

·       Provide input for weekly, monthly, and quarterly reports on the NFE component.

·       Ensure the safeguarding and the safe learning environment policies are implemented effectively in the target schools

·       Work with GBV officer to support girls enrolled in the NFE Programs with menstrual hygiene management. Manage the distribution of MHM supplies and ensure their availability in schools.

 

Job Responsibility 2: Capacity building and Coordination:                                                                                                                                     

·       Facilitate capacity building efforts for NFE facilitators and MOES staff, including organizing relevant training sessions and workshops.

·       Ensure effective collaboration with NFE department of MOES on NFE activities and capacity assessments.

·       Coordinate planning workshops and ensure all staff are aware of their roles and responsibilities.

 

Job Responsibility 3: Program Quality Knowledge Management & Learning:   

·       Ensure the quality of NFE activities through regular monitoring and evaluation.

·       Help gather and manage information and best practices related to NFE, contributing to a knowledge base for the program.

·       Encourage the sharing of experiences and best practices among CARE staff and partners to continuously improve NFE program delivery.

·       Support the collection and analysis of data related to NFE program performance and outcomes.

 

Job Responsibility 4: Representation and Communication

·       Ensure that communication materials are developed in line with donor guidelines, maintaining the visibility of the NFE program.

·       Represent the NFE component at meetings and events, communicating progress and collaborating with stakeholders.

·       Facilitate clear and effective communication with consortium partners and other relevant stakeholders.

·       Assist in creating materials that showcase the achievements and needs of the NFE program.

Working Conditions

·       Based in Hargeisa, the position requires some level of travelling to project sites in Marodi-jeex and Togdheer regions

Skills and qualifications

Qualifications

·        Education: Advanced degree in Education, Economics, Social studies or a related field.

·       Experience: A minimum of ten (10) years of experience in technical and vocational education strengthening, workforce development, women's skills development, and youth development, in Somaliland or countries with similar contexts.

·       Experience developing and implementing effective capacity-strengthening models and approaches for organizations and individuals.

·       Strong knowledge and understanding of the economic, and educational contexts of women and youth in Somaliland.

·       Demonstrated ability to cultivate relationships and collaborate with a variety of stakeholders including, Government departments, Community educational committees, donors, the private sector, and other community-based institutions.

·       Excellent leadership and interpersonal skills including conflict resolution abilities.

·       Excellent communication in both English and Somali.
