1.      ABOUT NAFIS NETWORK

Network Against FGM/C in Somaliland (NAFIS) is a non-political, non-governmental, and humanitarian network. NAFIS was established in November 2006 in Hargeisa, Somaliland, by several local NGOs working to eradicate FGM/C. Currently, NAFIS has 20 member organizations operating in all the regions of Somaliland. As the only nationwide network of its kind, the primary purpose of NAFIS is to combat all forms of FGM/C in Somaliland through coordination and networking, policy framework, research, documentation, and capacity building for the key stakeholders and media awareness.

2.      ABOUT THE PROGRAMME

Nafis Network  partnership Plan international  in  Somaliland, will implement project proposed interventions to strengthen the ecosystem to address GBV. Central to achieving this goal is the project’s activist/women-led approach, which includes three parallel tracks to achieve project outcomes: (1) a WLO co-created grant-making mechanism, (2) ongoing WLO institutional and technical capacity development, and (3) direct implementation of select activities by Nafis Network and Plan with the goal to hand over to WVLOs. The project will strengthen a sustainable ecosystem for GBV prevention and response through financial and organizational support to core WLOs, forming the ‘WRO Collective’, and grant-making to other WLOs and likeminded local partners working in the area of prevention (e.g. organizations of people with disabilities (OPDs), internally displaced organizations (IDPLOs) and youth/girl-led organizations (Y/GLOs).

3.      PURPOSE OF THE CONSULTANCY

Nafis Network collaborating with Plan international Somaliland is seeking the services of a consultant to mapping of available GBV service providers. Plan International, in partnership with Nafis Network  in  Somaliland, will implement proposed interventions to strengthen the ecosystem to address GBV. Central to achieving this goal is the project’s activist/women-led approach, which includes three parallel tracks to achieve project outcomes: (1) a WLO co-created grant-making mechanism, (2) ongoing WLO institutional and technical capacity development, and (3) direct implementation of select activities by Nafis Network and Plan with the goal to hand over to WVLOs. The project will strengthen a sustainable ecosystem for GBV prevention and response through financial and organizational support to core WLOs, forming the ‘WRO Collective’, and grant-making to other WLOs and likeminded local partners working in the area of prevention (e.g. organizations of people with disabilities (OPDs), internally displaced organizations (IDPLOs) and youth/girl-led organizations (Y/GLOs). Working with and through these organizations, the project’s overall strategy is based on the socio-ecological model, targeting multi-level rights holders and duty bearers to: promote the agency of survivors and diverse at-risk populations, namely women and girls, to protect themselves, support a shift in social norms and redress shaming attitudes of individuals, families, community groups, leaders and service providers, as well as enhance solidarity of and the ability of these groups to recognize, prevent and report GBV. Referral linkages for GBV survivors to multi-sectoral services (health, PSS, legal), including One-Stop Crisis Centres (OSCs) will be established or strengthened. The project also aims to increase the quality of GBV response by supporting improved GBV and protection coordination and referral mechanisms among civil society and non-governmental actors, along with strengthening capacities of service providers to be more age- and gender responsive and survivor-centred. Locally driven and creative approaches to awareness raising and advocacy will be promoted.

4.    Co-create framework Curriculum of Modules will transform harmful social norms and empower women and girls by ensuring that the range of interventions are delivered as one standard package by WLOs in their selected areas targeting Harmful social norms must be transformed across levels (individual, family, community, institutional) to address for all dimensions of gender empowerment with activities of the project

5.    NAFIS NETWORK is seeking the services of a firm or individual consultant to develop an effective Framework curriculum of harmonized module on GBV Content, aligned with the Nurturing Care Framework, and an implementation strategy tailored to field realities.

THE PROPOSE OF THE CONSULTANT

The purpose of this curriculum is to prepare Women Led Organizations (WLOs) and social workers to gain a combination of knowledge, attitudes, skills, and wider attributes of GBV response competencies in provision of services at different levels of health and social welfare settings. Learners using this curriculum are expected to gain a wider understanding of GBV and Child Protection and adequate abilities to provide PFA, psychosocial, and preventive services that demonstrate positive, nonjudgmental attitudes to GBV survivors as part of ethically sound service provision.

  OBJECTIVES

The assignment aims to optimize the effectiveness of the GBV Prevention response in Horn Africa Project through Co-create framework Curriculum of harmonized baseline Modules training content for all audiences, and specific context for targeted audiences. The main objectives of the assignment are to:

  1. Develop an enhanced Framework Curriculum for GBV Prevention and response Project aligned with PALS.  
  2. Create a training framework module for trainers, as well as trainers on the curriculum and implementation strategies.
  3. Customize key messages from the curriculum for dissemination across different platforms

    iv.        Integrate cross-cutting issues such as life skills, gender awareness, EFM awareness, and female genital mutilation, gender-based violence, peace-building and, Child protection and safeguarding, youth development, etc. within the curriculum.

     v.        Include basic differentiation of teaching methods and materials to address students with special educational or individual needs.

SCOPE OF THE ANALYSIS

The scope of consultancy services will be as outlined below. The consultant will be responsible for all technical investigations and preparation of essential documents for executing the assignment.

  • Carryout a desk review and to build an understanding of the current training programme( Plan international and NAFIS Network). This should include a review of the PALS, COC, gender equality curriculum CP Curricula in order to identify specific relevant strengths and areas for consideration in developing GBV modules framework training curriculum.
  • The consultant will be responsible for all technical investigations and preparation of essential documents for executing the assignment.
  • Review the key GBV training reports, curriculum documents, FGM policy and other MESAF documents related to CP and GBV.
  • Collate the contributions into one draft document (Unified curriculum) and together with subject specialist edit it for content, thematic and stylistic consistency.
  • Conduct a Key Stakeholders Workshop to present the draft unified GBV framework curriculum or modularized facilitating Modules, instructor guides and assessment guides for each core training area
  • Revise the draft curriculum document with subject specialists and to incorporate the comments made at the validation workshop.
  • Prepare the final curriculum documents for approval & publishing, including high quality typesetting, page layouts and visuals (pictures, diagrams, tables, charts, etc)

 

DURATION OF THE ASSIGNMEN

 

The duration of the assignment spans 19 days, starting from 23 October – 10 November  divided into six key deliverables. It begins with the inception report due within the first three days, followed by a review report and the drafting of an enhanced Gender-Based Violence (GBV) curriculum framework to be completed within a total of eight days. Subsequently, the enhanced GBV curriculum will be drafted in six days after approval of the framework. The implementation strategy and session plan for the curriculum will be developed in three days, leading to the final curriculum development report, which is to be submitted within two days, and concluding with the final curriculum documents due on the last day. This structured timeline ensures a systematic approach to delivering comprehensive and effective curriculum materials.

Skills and qualifications

1.    Experience and Skill Sets Expected of the Consultant (Firm):  

a)    Master’s degree in business administration, Social Sciences, or relevant discipline.

b)    At least 8 years of relevant work experience, including 5 years in projects related to CP and GBV or Behavioral Change Communication o interventions. 

c)    Experience leading team review activities relating to curriculum development.

d)    Demonstrable experience in developing and implementing gender sensitive protection programs in the context of complex socio-cultural challenges.

e)    Ability to assess critically the review activities and results.
