1.       INTRODUCTION

Development Fund (DF) is a Norwegian NGO registered by Norwegian Authorities, it’s also registered as an International NGO in Somaliland.

The development fund has been supporting local NGOs under various programmes in both Somaliland. There are currently two main programmes supported by DF. The first programme is funded by Norwegian Agency for Development (Norad), the second programme is funded by Darwin Initiative.

In accordance with the grant agreement, we made with our different donors, DF needs to conduct a forensic audit for one of its partners. Hence, we would like to invite authorized auditors to submit proposals to conduct the forensic audit.  

2.   OBJECTIVES OF THE AUDIT

1.                 To investigate all findings, and identify any irregularities, discrepancies, or potential instances of mismanagement within the implementing partner financial operations.

2.                 Assess the impact of management changes on financial controls and to ensure accountability and compliance with donor requirements and organizational standards.

3.                 Based on the findings, provide explicit recommendations for improvement to both parties.

3.   SCOPE OF WORK

•                  The period to be covered by the investigation will be the period from 1 January 2021 to 31 December 2023 for Norad funded project and 1 April 2022 to 31 December 2023 for Darwin funded project.

•                  All documents from the period are subject to scrutiny.

•                  At least 70% of the transactions should be verified.

•                  The scope of work may be expended in the case the forensic audit discovers significant findings.
