1. ORGANIZATION AND POSITION OVERVIEW

Welthungerhilfe is a German-based international non-profit humanitarian and development organization. The ultimate vision of Welthungerhilfe is to see a world without hunger and poverty. WHH has been working in four regions of Somaliland (Awdal, Maroodi-jeh, Toghdeer and Sanaag) since 2001 with multisector interventions. It secures funding mainly from the German Government external cooperation (BMZ, AA) EU and private donors of Germany for its interventions in Somaliland.

1. Objectives of the position

The outsourced IT service provider is responsible for the effective and efficient support of 40+ staff in the WHH Somaliland Programme offices in Hargeisa and Borama ensuring the proper usage of desktops, laptops, servers, printers, network devices, software, and any other IT related equipment. The provider will be responsible for the implementation of upgrades, updates as designed by CD/Regional IT Advisor. The service provider will also ensure routine maintenance both corrective and preventive, the troubleshooting of malfunctioning software and hardware as well as providing to end-users training as required. The service provider will advise the WHH Somaliland office staff and IT Staff at Regional Office about all required improvement in the country telecom systems as well as supporting the Somaliland Administration and Finance staff on the inventory and renewal of various licenses and IT equipment.

• DUTIES AND AREA OF RESPONSIBILITY

3.1.     The service provide will be responsible for the provision of IT support for the following categories of services

1. Desktops and Laptops (Installation and support)
2. Servers
3. LANs and WANs
4. Peripheral devices such as, printers and scanners
5. Supervision of back-ups systems (QNAP NAS Server)
6. Monitoring of Cisco meraki firewall
7. Implement WHH IT standards in consultation with Regional IT
8. Coordination for implementation of new software’s like Fundspro ,Promis ,Digital signatures.
9. Any other task assigned to you by your supervisor.

3.2.     Deliverables

1. Properly functioning, secure and efficient network and servers.
2. Fully installed and properly functioning computer systems, PABX and accessories
3. An efficient software applications and antivirus software on the network
4. Optimized network infrastructure, datacenter and ICT management aligned with corporate standards
5. Good working condition of systems, hardware, and equipment maintained
6. WHH Staff well equipped on the latest ICT Technology and advancement
7. Comprehensive handover notes with clear recommendations for further/future improvement Satisfactory user support

• Legally registered organization with requisite professional experience and knowledge of Network technologies including Microsoft Windows, corporate ICT security and virus protection systems, PC/LAN operating systems and VoIP telecommunications.

• Knowledge of Ability to perform a variety of standard specialized and non-specialized tasks and work processes that are fully documented, researched, recorded and reported.

• Ability to review a variety of data, identify and adjust discrepancies, identify and resolve IT operational problems.

• Ability to manage work of a confidential nature and handle large volumes of work

• The consulting firm should have the following qualifications and experience to carry out the assignment:

• Renewed Company/Firm/Business registration certificate
• VAT registration certificate
• TIN registration certificate

• At least of 3 Years in the field of IT service in the public/NGO sector
• The Lead-Consultant (from the consulting firm) should be

• An advanced degree in Information Technology or Computer Sciences, Engineering, or any other related fields

• At least 5 years’ experience in trouble shooting, networking, hardware and software maintenance

• Hands on experience in trouble shooting, networking, basic programming and relevant software applications

• Previous working experience in International NGO is an asset

• Able to work under challenging circumstances with minimum supervision

• Language skills

• Ability to communicate in both English and Somali.
• Experience in report writing.

1. TIME FRAME AND LOCATION

The services provided by the contractor shall be three full days per week (Sunday, Tuesday and Thursday).

Total duration of the contract is three months renewable for another 1 year upon satisfactory performance and availability of funding.

The main service site shall be at WHH offices in Hargeisa and in Borama, Somaliland.

1. CONFIDENTIAL INFORMATION, DATA PROTECTION

The contractor will not share any Welthungerhilfe software, information and data with any third party without informing Welthungerhilfe.

VII.      TERMS OF PAYMENT

The contractor shall be paid on a monthly basis subject to acceptable performance report Payment shall be made in 15 days upon submission of invoice and service performance report. No advance payment shall be made to vendor.

VIII.                 COMMUNICATION

The consultant will report to WHH Somaliland programme office and Regional IT Advisor.

The consultant will also consult with the relevant Administration staffs as and when needed.
