Individual consultant of Integrated Resource Management and Environmental

Sustainability Plan Development.

Background:

Shaqodoon Organization has been operational in Somalia since 2011, implementing programs in entrepreneurship development, SME development, business development services (BDS), mentoring, and creating sustainable livelihoods development initiatives. As part of the Somalia Resilience Program (SomReP) consortium, Shaqodoon Organization collaborates with various international and local NGOs to foster social cohesion, trust, and resource mobilization between citizens and government authorities. The organization is currently implementing the UN PBF-funded Promoting Inclusive Action in Peacebuilding Initiative (PIAP) project, which aims to democratize elite bargaining and promote fair and inclusive water resource management among marginalized youth and women.

Objective:

Shaqodoon Organization is seeking a consultant to work alongside Shaqodoon Community Mobilizers in project locations. The consultant will develop the Integrated Resource Management and Operational/Environmental Sustainability Plans. Shaqodoon Community Mobilizers will facilitate the series meetings and the consultant will involve the development of the agenda of the meetings.

Scope of Work:

The consultant will perform the following tasks:

  1. Pre-meeting Preparation:
  • Review relevant project documents, including the project proposal, guidelines, and objectives.
  • Conduct background research on the target areas, key stakeholders, and resource management practices.
  • Collaborate with Shaqodoon project team to develop an agenda that aligns with the meetings' objectives and desired outcomes.
  • Identify and compile necessary resources and materials for the meetings.
  1. Meeting Facilitation:

The objective of the meetings is to engage the community in the development of their Integrated Resource Management and Operational/Environmental Sustainability Plan. The aim is to ensure that the community's perspectives are heard, and their contributions are incorporated into the plan. The meetings will provide a platform for relevant stakeholders, including traditional powerbrokers, government authorities, project teams, Irrigation Committees, and Farmer Cooperatives, to actively participate and endorse the plan.

As an individual consultant, you are expected to undertake the following key actions:

  • Consultative workshops: Organize four series of consultative workshops on environmental sustainability and management for Bufow and Shalambood communities.
  • Maximize stakeholder participation: You will provide guidance to the community mobilizers to ensure the involvement of all relevant stakeholders. This includes traditional powerbrokers, government authorities, Irrigation Committees, women associations, youth associations, and Farmer Cooperatives. You will work closely with the mobilizers to reach out to these groups and encourage their attendance. Recognizing the significance of their perspectives in the decision-making process, you will emphasize their participation and create opportunities for their voices to be heard.
  • Guide community mobilizers: You will offer comprehensive guidance to the Shaqodoon Community Mobilizers on effective facilitation techniques. These techniques will focus on fostering open dialogue, active participation, and collaboration among meeting attendees. You will conduct training sessions for the mobilizers, equipping them with the necessary skills to create an inclusive and welcoming environment. Your guidance will empower the mobilizers to encourage individuals to freely share their thoughts, ideas, and concerns during the meetings.
  • Share best practices and lessons learned: The meetings organized by the community mobilizers will serve as a platform for participants to exchange knowledge and experiences. Emphasis will be placed on sharing best practices, lessons learned, and innovative ideas related to resource management, operational sustainability, and environmental conservation. This knowledge exchange will inspire and inform the development of the community's plan. As the consultant, you will work closely with the community mobilizers to ensure that the outcomes of these meetings are thoroughly documented. You will be responsible for

preparing a comprehensive report that incorporates the development of the Integrated Resource Management and Operational/Environmental Sustainability Plans endorsed by the participants. The report will highlight the key findings, recommendations, and action plans derived from the meetings, reflecting the collective input of the community stakeholders. The comprehensive report will serve as a valuable resource for the community and other relevant parties involved in implementing the sustainability plans.

  1. Post-meeting Activities:
  • Collect key outcomes, decisions, and action points from each meeting.
  • Prepare a comprehensive report summarizing the discussions, recommendations, and proposed Resource Management Plans and Operational/Environmental Sustainability Plans.
  • Submit the report to Shaqodoon within the specified time frame after the conclusion of the final meeting.

Deliverables:

The consultant is expected to deliver the following:

  1. Organize four series of consultative workshops
  2. Provide a detailed agenda for each meeting, approved by Shaqodoon.
  3. Provide comprehensive meeting reports summarizing the discussions, recommendations, and proposed Resource Management Plans and Operational/Environmental Sustainability Plans.
  4. Develop, finalize and Endorsed Resource management and Sustainability Plans.

Timeline and Duration:

The consultant will be engaged for a period of 3 weeks. The specific timeline and schedule for the meetings will be mutually agreed upon between the consultant and Shaqodoon.

 

Skills and qualifications

Qualifications and Expertise:

The ideal consultant should possess the following qualifications and expertise:

  1. Demonstrated experience in facilitating stakeholder meetings and workshops related to resource management, sustainability, or related fields.
  2. Strong knowledge of integrated resource management principles, operational/environmental sustainability, and inclusive facilitation techniques.
  3. Familiarity with the local context and stakeholders in Marka or similar areas.
  4. Excellent communication and interpersonal skills to engage and motivate diverse groups of participants. e) Strong analytical and report writing skills.

Budget:

Interested consultants are required to submit a detailed budget proposal, including professional fees, travel expenses (if applicable), and any other relevant costs. The budget should be submitted along with the application.
