Organizational Background

Welthungerhilfe (formerly German Agro Action) is one of the largest politically and religiously independent aid agencies in Germany; The organization fights for "Zero Hunger by 2030". Since being founded in 1962, it has provided funding of EUR 4.2 billion for more than 10,369 overseas projects in 70 countries. Welthungerhilfe (WHH) bases its efforts on the principle of help for self-help, which it implements with measures ranging from rapid disaster relief to rehabilitation to long-term development cooperation projects with national and international partner organizations.

It has been twenty-two years since Welthungerhilfe (WHH) started interventions in Somaliland in 2001. Initially, WHH was working in three regions of the country (Awdal, Togdheer and Sanaag) on humanitarian and development projects. Currently, Welthungerhilfe has projects in Awdal, Maroodi-jex, Sahil and Togdheer Regions of Somaliland. The foci of intervention have been rural development, natural resource management, disaster risk management, WASH, food security, and adult education. Recently, sustainable WASH systems and rangeland management have gained a prominent place in our portfolio as the main elements of climate change resilience. Through time, the diversity of activities and the volume of funds have grown. Welthungerhilfe is determined to implement its projects increasingly in partnership with local organizations and of course with the active involvement of the communities under consideration and relevant government authorities.

What are we looking for? Welthungerhilfe Somaliland is inviting applications for competent and qualified enumerators/data collectors based in Somaliland to support us with data collection for research and other assessments in Somaliland from 2023 to 2025. The successful enumerators will carry out data collection activities (both qualitative and quantitative) for assessments and surveys, data entry activities, and any other duties assigned by the MEAL Team.

Number of positions and locations

WHH is seeking pre-qualified enumerators: 10 enumerators for Awdal, 10 enumerators for Maroodi-jex and 10 enumerators for Togdheer Region. The successful enumerators will have a service contract with WHH and will be engaged upon a need basis for the years 2023- 2025.

DUTY AND RESPONSIBILITY

  • Attend all required and relevant training sessions and briefings prior to data collection
  • Ensure the confidentiality of collected data and data storage are maintained
  • Accurately collect high-quality and reliable data as instructed
  • Ensure effective field data collection in line with the methodology, tools and specific guidelines set by the MEAL team
  • Conduct household surveys within the given deadline and the assigned areas
  • Support data entry of beneficiary registrations as required
  • Visit selected project target communities and conduct FGDs and Key Informant Interviews with selected individuals (government officials, village head, committees etc.)
  • Upload all collected data through phone devices onto the assigned platform/server
  • Convert Focus Group Discussion (FGDs) and Key Informant Interview (KII) notes into scripts and translate them into English/Somali as required
  • Proofread the qualitative research notes before submission to the supervisor and rectify the statements with issues
  • Participate in data analysis and/or learning workshops if requested
  • Liaise with the supervisor for any arising issues in the field
  • Respect the interview ethics and deal with beneficiaries with the utmost respect
  • Comply with Welthungerhilfe’s minimum operating standards, Data Protection Policy, Code of Conduct, and other protocols
  • Any other duties assigned by your immediate supervisor

 

Skills and qualifications

  • Degree or diploma in social sciences, research, or related field.
  • Minimum of 2 years’ experience in both quantitative and qualitative data collection (i.e., household surveys, focus group discussions, key informant interviews) with international or local NGOs in Somaliland
  • At least one year’s experience in electronic data collection platforms (i.e Akvo Flow, SurveyCTO, Kobo Collect/ODK, etc.)
  • Strong communication skills and good working relationships with local authorities, stakeholders, and beneficiaries
  • Ability to work under pressure, availability for short-notice deployment, and commitment to meeting deadlines
  • Willingness to travel to districts and villages under your respective geographic region
  • Fluent in Somali language and have a good working knowledge of English
