Somaliland Community Action Network (SCAN) is recruiting two Community Engagement Officers for the climate microinsurance pilot for November 2026 to March 2027, one for Maroodi-Jeex and one for Awdal.
SCAN is the master policyholder and Cooperating Partner for the Deyr 2026 index-based insurance pilot under a livestock policy (Hargeisa and Borama) and a rainfall-index crop policy (Gabiley and Baki), in coordination with WFP, Save the Children International, Tamini Insurance and KMD.

Position Community Engagement Officer, Awdal
Duty station Borama
Coverage Awdal region, in general.
PeriodNov 2026 to Feb 2027

ToR 1: Community Engagement Officer, Maroodi-Jeex
Duty station: Hargeisa, with regular travel across the Maroodi-Jeex region.
Period: November 2026 to Feb 2027.
Reports to: SCAN Project Manager.
Coverage. The post covers the climate microinsurance pilot across the Maroodi-Jeex region in general.
Purpose. The Community Engagement Officer makes sure the participating households in the Maroodi-Jeex region understand their index-based insurance cover and know where to take questions and complaints. The officer builds good working relations with communities, cooperatives, VSLA groups and local leaders across the region.
Responsibilities
• Plan and hold regular community sessions across the Maroodi-Jeex region from November 2026 to February 2027, covering the insurance cover, season dates and weather-monitoring updates.
• Explain clearly what index-based insurance does and does not do: payouts follow a satellite-derived index, and SCAN does not decide who is paid or how much.
• Make sessions workable for women: agree the time and place with community leaders, invite women directly, and record who attends and who speaks, by sex.
• Work with the Gender Officer to log every question and complaint, and refer it to the helpdesk the same day.
• Coordinate with SCAN staff, cooperatives and VSLA groups in the region so sessions do not clash with other project activities.
• Support the payout communication to participating households in February 2027, after WFP's notification.
• Collect beneficiary feedback, difficulties and lessons from communities and share them each week.
• Support WFP, Tamini Insurance and KMD staff during any field visits in the Maroodi-Jeex region.
