TERMS OF REFERENCE (ToR) FOR THE PRODUCTION OF A VIDEO DOCUMENTARY

Accelerating Change to Abandon SGBV/ FGM A project funded by the EU

Candlelight for Environment, Education and Health (Candlelight) Hargeisa, Somaliland

1 Project Background or Context Sexual and Gender Based Violence (SGBV) remains one of the most serious threats to the health and safety of women and girls globally. The situation is terrible in Somalia including Somaliland where women and girls are at more risk of rape, early and forced marriage and FGM. The Gender Inequality Index for Somalia is 0.776, placing Somalia at the fourth highest position globally. Despite being internationally recognized as a human rights violation, globally, FGM has been performed on more than 200 million girls and women alive today. Each year, more than 3 million girls worldwide are at risk of undergoing FGM, with most girls cut before the age of 15. In Somaliland FGM/C prevalence stands at 98.9% which is the highest percentage of girls and women aged 15 to 49 years who have undergone FGM. Today, there is an alarming trend of medicalization of FGM/C, where the procedure is carried out by medical personnel. Medicalization not only violates medical ethics; it also risks legitimizing the practice and giving the impression it is without health consequences. No matter where or by whom it is performed, FGM is never safe. FGM/C is a deeply rooted social norm attached to culture, religion and marriageability, making it had to eliminate. The costs of SGBV including FGM/C are enormous. Apart from individual, family, community and society costs, it also has huge economic consequences at all levels. The practice is aggravated by its attachment to culture and religion, weak and non-existent laws, the largely patriarchal society and insecurity among others. To respond to the above, Candlelight, has received funding from the European Union to implement a project titled “Accelerating change to abandon SGBV/FGM/C”    2 Project Summary

The global objective of the action is to contribute to reinforcing rights-based social change, and inclusive policy-making in Somaliland.

The Specific objectives are:

      i.        Increased awareness of people in Somaliland, especially women and girls, of their rights and how to access justice and other support;

     ii.        CSOs and other stakeholders empowered to lobby and advocate for Sexual and Gender Based Violence (SGBV) and Female Genital Mutilation/ Cutting (FGM/C) policy adoption;

    iii.        Rights of women and girls promoted and all forms of Sexual and Gender Based Violence (SGBV) including Female Genital Mutilation/ Cutting (FGM/C) are reduced.

These objectives are achieved through a rights-based stakeholder engagement and capacity building, awareness raising, civic education, and community-led attitude change approaches. This project will also seek to support adoption of a legal framework to eliminate FGM/C in Somaliland, while the other interventions will augment and complement past and ongoing activities designed to raise awareness, educate, and advocate against the practice of FGM/C and SGBV.

   3 Call for consultancy services

Candlelight invites bids from competent firms or individual consultants to submit their Expression of Interest for consultancy services to undertake production of a video documentary on “Accelerating Change to Abandon SGBV/ FGM”.

4 Geographical coverage of the project and target sites for the documentary:

Note: A sample of these villages may be taken and some recordings may be done in Hargeisa

   5 Objectives of consultancy assignment

      i.        To document real time stories from target communities.

     ii.        To amplify the voices of women and girls on related issues affecting them.

    iii.        To understand and document the roles and contributions of different actors in addressing project issues.

   6 Scope and focus of assignment

The consultant shall;

           i.        Develop the documentary overall concept and scenario.

          ii.        Develop the documentary script and story board to be used in shooting and production of the documentary.

         iii.        Conduct field visits of the project areas (mentioned above) and interview project participants, and different stakeholders.

        iv.        Present a draft documentary to Candlelight for review and constructive feedback.

         v.        Incorporate feedback and produce the final maximum 15-minute documentary.

   7 Timeframe

The consultancy shall last for a maximum duration of 15 days starting from the date of contract signing.

   8 Working arrangement

The consultant shall be paid 30% of the total cost upon approval and signing the contract and the balance upon satisfactory production of the documentary.

   9 Copy right

All materials arising out of this consultancy shall remain the property of Candlelight 

10 Required Qualifications and Experience of the Consultancy firm/individual

                i.        Must have more than 5 years of proven experience in film production

               ii.        Extensive experience in producing development work related documentaries for organizations with the aim of reaching out to both local and international audiences.

              iii.        Excellent technical capacities (Full High-Definition video) to ensure high quality production

              iv.        Additional experience in development communication will be an added advantage.

   11 Candlelight’s responsibilities

              i.        Covering the costs of consultant and logistics associated with the assignment

             ii.        Actively engaging with the consultant during the documentary shooting process

            iii.        Reviewing the draft documentary and providing feedback

   12 The Consultancy’s responsibilities

              i.        Preparation of a technical and financial proposal, work plan and budget for the assignment

             ii.        Engage Candlelight target beneficiaries and stakeholders throughout the assignment

            iii.        Provide updated/draft video documentary to Candlelight as required

           iv.        Produce deliverables in accordance with the requirements and timeframes outlined in this ToR

            v.        Abide by the do no harm principles and GESI principles

   13 The application procedure

Applicants are required to submit the following:

      i.        A technical proposal: Letter of Interest, stating why you consider yourself/your firm suitable for the assignment

     ii.        Firm/company profile on handling related assignment

    iii.        Personal CVs for individual consultant highlighting qualifications and experience

   iv.        Contact details of referees which shall be organizations for whom you have produced films or documentaries

    v.        Financial proposal indicating consultancy fee and a breakdown of expenses (unit price together with any other expenses) related to the assignment.

   vi.        Both technical and financial proposal shall not exceed five pages
