    TOR For Collecting and Refining of Tangible and Intangible Cultural Heritage

    1. Background:

    SOYDAVO is a local non-governmental organization (LNGO) with its headquarters in Burao, Somaliland, and regional sub-offices in Hargeisa and Erigavo. SOYDAVO is engaged in multi-sector activities: education for vulnerable groups, economic development and livelihood support, protection of child and women’s rights, peacebuilding and reconciliation, psychosocial recovery and water, sanitation and hygiene (WASH) activities and culture and peace promotion. SOYDAVO's activities support the collection of relevant cultural material and immaterial heritage in Togdheer but benefit the Somaliland population and facilitate the creation of artistic talent shows calling for the active participation of various communities in Somaliland and the preservation of tangible and tangible cultural goods and services. Other activities include cultural training on cultural dances, painting, singing and poems, rehabilitation, identification and recording of material and immaterial cultural items, and using recorded cultural items (songs and poems) to promote peace and cohesion in Somaliland.

    SOYDAVO intends to implement a project in the Eastern region of Somaliland, Togdheer, and Sanaag regions. The project seeks to address three key gaps in the tangible and intangible creative cultural goods: (i) the continuous loss of culture among the young generation due to the lack of skills, knowledge and sharing limitations, (ii) rural-urban migration leads to loss of creative and cultural goods and services, and (iii) the fear of losing artefacts due to the lack of refining and recording. To address this, SOYDAVO intends to undertake a raft of activities mainly: (i) Capacity Building to the Youth on Cultural Preservation and Mentorship, (ii)Collection and Refining Tangible and Intangible Culture and (iii)Collection of tangible artefacts from rural areas and place them in museums to protect from loss.

    SOYDAVO is looking for a consultant for facilitating (i) Capacity Building to the Youth on Cultural Preservation and Mentorship, (ii)Collection and Refining Tangible and Intangible Culture and (iii)Collection of tangible artefacts from rural areas and place them in museums to protect from loss.

    1. Objectives:

    The overall outcome of this project is that the action will lead the community and target beneficiaries to share intangible and tangible cultural goods and services, store them for future use and posterity and access to markets in East Africa and the greater Horn of Africa.

    1. Scope of Work:

    Scope of work for Collection and Refining of Tangible and Intangible Cultural Heritage

    • Develop the training programs and materials on cultural preservation
    • Prepare a contextualized training manual, PowerPoint presentations, handouts, and links to deliver effective training for youth to use and apply Somali culture.
    • Deliver the training program for participants as per the plan that will be scheduled in close consultation with the SOYDAVO project manager;
    • Prepare a training delivery methodology and schedule with a full itinerary of the activities/duties;
    • Develop a training package, including PowerPoints, guidance checklists, and handouts on cultural preservation. This will include how to increase the use of Somali culture by the youth.
    • Deliver 10 training on the Refining of intangible Culture heritage for participants drawn from  and older citizens who are the custodians of culture in Somaliland
    • Record 10 lost intangible cultural heritage.
    • Prepare and submit a detailed report of the training program along with photographs that show the progress of the training activity.
    • Collect and refine 12 lost heritage cultural materials and collect to the museum.
    1. Expected Outputs and Deliverables
    • Conduct pre-training and post-training evaluations of the training, and include the results in the main report;
    • Training outline and contents, PowerPoint presentations, handouts, and simplified templets/forms on cultural preservation;
    • Conduct 10 pieces of training and Coaching (group and individual) during the training on Refining of intangible Culture heritage
    • Record 10 lost intangible cultural heritage.
    • Prepare and submit a final report at the end of the training regarding the delivery of the training program;
    • Collect and refine 12 lost heritage cultural materials and collect to the museum.

    Time Frame: This assignment is for a consultant based in Burao, and Erigavo districts of Somaliland and is for a period of 6 months between June - Dec 2023.

    Skills and Qualifications

    Required Qualifications, Skills, and Experiences

    • The lead of the training team/firm should have a minimum degree in social sciences or related fields of study;
    • Relevant work experience, especially in delivering cultural training
    • Experience in dealing with the issues of cultural preservation.
    • A consultancy firm/consultant that could provide evidence about their previous work experiences in relation to this assignment;
    • A minimum of 10 years of work experience in developing training guidelines or manuals; as well as conducting training;
    • Proven capacity to develop practical training guidelines and programmes, experience in documentation, reporting, and evaluation of training programs;

    Financial Proposal:

    The financial proposal shall specify a total lump sum amount (including a breakdown of costs for fee, and number of working days). Payments will be made in installments based upon key outputs, i.e. upon delivery of the services specified in the TOR.
