How to apply
Interested candidates are invited to submit with the following documents:
1) A technical proposal with a detailed response to the TOR, with a specific focus on the scope of work, methodology, and timelines.
2) Initial work plan and an indication of availability.
3) A financial proposal detailing the daily rate expected including accommodation, transportation, stationery, taxes arising from the consultancy service (6% tax for National consultant and 12 % tax for international consultants), and all other costs related to this assignment. (Operational and consultancy fees).
4) Curriculum Vitae(s) (CV) of the proposed consultant(s), proving relevant experience and/or qualifications. If multiple people are involved, an outline of roles/ responsibilities also needs to be included.
5) Evidence of conducting previous similar work by providing minimum two signed contracts / purchase orders (preferably from UN agencies and INGOs).
6) Two relevant references (minimum) for previous comparable assignments.
7) Proof of registration: The bidders also must include a copy of their registration at the relevant authority.

We are an international confederation of 19 organizations (affiliates) working together with partners and local communities in the areas of humanitarian aid, resilience building, development, and campaigning, in more than 90 countries. All our work is led by three core values: Empowerment, Accountability, Inclusiveness. Somalia/Somaliland is one of the world’s most climate vulnerable countries, facing recurrent droughts, floods, displacement and rapid environmental degradation. Civil society organizations (CSOs) play an essential role in bridging the gap between community needs, national climate policies, and global climate processes. However, climate focused CSO in Somalia remain fragmented with limited coordination, weak collective advocacy, inconsistent engagement with government institutions and inadequate access to climate finance mechanisms.. Oxfam Somali through Localization Investment Fund of Oxfam Ireland, is supporting the establishment of a nationwide Climate Action CSO Network with sub national chapters across Somalia/Somaliland. The network aims to bring together 250+ CSOs working on climate, environment, resilience, policy advocacy, and sustainable development by leveraging access to financial services to accelerate climate mitigation, and adaptation measures.To strengthen collection, policy influence, resource mobilization and ensure locally led climate response, its necessary to establish a national CSO network for climate action in Somalia/Somaliland with clear governance systems, legal standing and required capacity. SCOPE OF WORK
We are seeking an expression of interest from experienced individuals or consultant firms to design, facilitate and support the establishment of a nationally recognized CSO network for climate action in Somalia including its legal and regulatory framework, governance and institutional structures, operational modalities, policies and financial sustainability mechanisms.
Overall objective
To establish a functional, legally compliant, inclusive and sustainable CSO network that strengthens civil society leadership and coordination on climate action in Somalia.
Specific Objectives · Map and engage existing climate related CSOs across Somalia in collaboration with relevant government/INGOs agencies · organize and facilitate meetings to bring together existing CSO networks and support them formalization and institutionalization process · Develop the neworks legal registration and compliance framework · Establish inclusive governance and decision making strucures · Develop operational systems, policies and modalities · Develop a financial plan for the CSO 3-5 years of operation. Scope Of The work The consultant will take the following tasks: Task: institutional mapping and capacity assessment 1. Stakeholder mapping and needs assessment (map national, regional and CBOs working on climate mitigation, adaptation, ecosystem restoration, sustainable livelihoods, NRM, assessment coordination gaps in consultation with relevant government agencies) . Task 2: Legal and regulatory framework The consultant shall finalize and propose the legal basis for the network in line with Somali laws and international best practice including applicable governing laws and policies (provisional constitution, - 2012, NGO/CSO registration laws, environmental and climate change policies, NDC, NTP). Draft constitution/bylaws, recommend legal structure, membership criteria and code of conduct, registration road map etc. Task 3: governance and institutional structures Design a governance system that is transparent, inclusive, gender responsive and accountable such as governance bodies (general assembly, BOD, ES, Technical working groups, advisory council with clear mandates for each organ, decision making and voting procedures, conflict of interest and accountability mechanisms, gender, PWD, and marginalized group representation quotes. Task 4: operational systems and policies (develop core operational frameworks: strategic plan 3-4 yrs, annual work plan and budgeting framework, financial mgt and procurement policies, safeguarding, PSEA and do no harm policies, human resource policies etc) Task 5: infrastructure, facilities and amenities Define minimum and scalable operational requirements (office space, equipment, meeting and training facilities, storage, websites etc) Task 6: advocacy, policy engagement and partnership Define mechanisms for structured engagement with federal and member state, UNFCCC processes, climate finance institutions (GCF, adaptation fund, FRLD), establish partnership and MoU frameworks. Tasks 7: Resource mobilization and financial sustainability Develop a diversified financing model (membership contributions, donor funding, service provision and grants management, climate finance readiness support) Planned timeline
The assignment will be conducted with an estimated duration of 40 days from the date of signing the contract.

Remuneration is based on submission of final deliverables according to the schedule below.

- (Stakeholder / Institutional Mapping and Needs Assessment Report- Comprehensive mapping of CSOs and key stakeholders in Somalia and Somaliland, including institutional capacity analysis and identification of priority needs.
- Legal and Governance Framework- Draft legal and governance framework for the CSO climate action network, including constitutions, bylaws, and governance structures.
- Institutional and Operational Systems Package- Development of institutional and operational systems, including operational guidelines, coordination mechanisms, and internal management systems.
- Three-to-Five-Year Strategic Plan and Budgeted Action Plan

Skills and qualifications
PROFILE REQUIREMENTS
The company/ individual(s) should have the following competencies:
Essential
· Advanced degree in Climate Change, Environmental Science /Policy, International Development, Governance, or related field.
· Minimum 10 years’ experience in institutional development, civil society network development.
· Proven experience drafting governance documents (statutes, constitutions, charters).
· Experience facilitating multi stakeholder processes in fragile contexts.
· Strong understanding of Somal’s climate policy environment.
· Excellent communication skills in English; Somali language is an advantage.
