1.0  Introduction and background

Candlelight for Environment, Education and Health (Candlelight) with funds from its partner Organization KNH plans to undertake a new project with the objective of contributing towards elimination of all forms of FGM/C, fulfilling the rights of children, women and other vulnerable groups through social and gender transformation through building the capacity of the duty bearers and rights holders, behavioral change and livelihood support.

The empowerment of women, children and other key stakeholders such as teachers, police and media will emphasize transformative interventions to advance positive social and gender change. This inclusive community-led programme approach will contribute to the realization of the potential of the rights of girls, adolescents and women at different levels; including individual, household/ relationship, community, and societal.

The problem of sexual gender based violence (SGBV) is often aggravated in situations characterized by poverty, conflict and/or displacement. Poverty and lack of economic opportunities frequently force women and children into risky conditions. The situation is terrible in Somalia including Somaliland where women and girls are at more risk of rape, early and forced marriage and FGM. The Gender Inequality Index for Somalia is 0.776, placing Somalia at the fourth highest position globally. Despite being internationally recognized as a human rights violation, globally, FGM has been performed on more than 200 million girls and women alive today. Each year, more than 3 million girls worldwide are at risk of undergoing FGM, with most girls cut before the age of 15. In Somaliland FGM/C prevalence stands at 98.9% which is the highest percentage of girls and women aged 15 to 49 years who have undergone FGM. Today, there is an alarming trend of medicalization of FGM/C, where the procedure is carried out by medical personnel. Medicalization not only violates medical ethics, it also risks legitimizing the practice and giving the impression it is without health consequences. No matter where or by whom it is performed, FGM is never safe[1]. FGM/C is a deeply rooted social norm attached to culture, religion and marriageability, making it had to eliminate. The costs of SGBV including FGM/C are enormous. Apart from individual, family, community and society costs, it also has huge economic consequences at all levels. The practice is aggravated by its attachment to culture and religion, weak and non-existent laws, the largely patriarchal society and insecurity among others.

The goal of the project is creating a safe environment where women, children and other vulnerable groups are free from all forms of SGBV including FGM/C, while promoting access to their rights and sustainable livelihoods.

The project main components include: capacity building and empowerment of duty bearers and rights holders, behavioural change and livelihood support.

The overall objective of the project is to contribute towards elimination of all forms of FGM/C, fulfilling the rights of children, women and other vulnerable groups through social and gender transformation.

Project Sub-Objectives (Outcome-Level)

The sub-objectives of the project

The proposed project will be achieved through five sub-objectives including;

  1. Increased awareness of people in Somaliland, especially women and children, of their rights and other support needs;
  2. Rights of women and children are promoted and all forms of Sexual and Gender Based Violence (SGBV) including Female Genital Mutilation/ Cutting (FGM/C) are reduced.
  3. Improved capacity of duty bearers and other actors to protect and promote rights of women, children and other vulnerable groups
  4. Productivity and diversity of pastoral and agro pastoral households is improved to contribute to resilience to climate induced and other shocks.
  5. Capacity of Candlelight  is improved to effectively and efficiently implement behavioural and social change projects

Desired situation by June 2027:

Among the target communities, there is an explicit, public affirmation by communities of their collective commitment to abandon FGM/C. There are deliberate efforts towards fulfilling human rights and empowering girls and women: as a result of the non-judgmental public discussions and messages, more and more individuals and community are aware of the harm caused by FGM/C and are willing to abandon the practice. This may take various forms, including joint public declarations or written statement of the collective commitment to abandon the practice.

1.2    Project geographical coverage and targets

The project targets Ceeg, Unuunley, Adow Yurure, Sheikh, Hudiso, Cagaarey villages in Togdheer and Sahil Region, Somaliland

2.0 The Purpose and Scope of the baseline assessment2.1 Purpose of the Baseline Survey

The main purpose of the baseline survey is to establish the benchmarks as per the program logical frame indicators which will provide pre-intervention situation that will eventually be used for tracking and assess project performance and progress.

2.2 Scope of Assignment

The consultant(s) will design and conduct the baseline survey and set out the benchmarks according to programme indicators taking into account the different project components. The consultant will also present the findings to Candlelight. The consultant shall have to carry out the following and other specific activities during the baseline survey process:

  1. Review of key documents that include the proposal documents, Project proposal, log frame, work plan and other documents thought necessary.
  2. Design of baseline survey
  1. Produce an inception report with a detailed work plan and methodology to be used, provide a description of how data will be collected including the sampling frame, data sources, analysis plan and drafts of data collection tools such as questionnaires will be presented to project team prior to the exercise to ensure room for changes where needed.
  2. Develop an implementation plan
  1. Conduct training of enumerators and supervisors
  2. Conduct field data collection and analysis
  3. Discussion with Candlelight  and KNH on initial results report on baseline survey
  4. Conduct final presentation capturing main findings.
  5. Draft and submit final report

3.0 BASELINE METHODOLOGY

Detailed design of the baseline methodology will be done by the consultant. The design should take into account that not all activities will be implemented in all locations though each location will receive at least two thematic interventions. Mostly quantitative method will be employed during the baseline survey through a household questionnaire to collect data that would provide indicator benchmarks for the project.  Quantitative method will be mostly employed during the baseline survey through questionnaires,  to collect data from caregivers or household heads, duty bearers among other categories or.

3.1 Baseline Evaluation Process

The baseline will be carried out in conformity with the standard operating guidelines in the MEAL approach for Candlelight. The baseline assessment will use both quantitative and qualitative methods.  The applicants are therefore expected to elaborate on the baseline methodology that they will follow in their technical proposal.

3.2 Baseline Inception Report

The successful Consultant will prepare a Baseline Inception Report that will describe understanding of the Terms of References, detailed methodology and work plan. The inception report will include the indicator matrix which will detail how all project indicators shall be assessed, specifying the tools to be used. The report will be approved by Candlelight and will act as a key guiding document to the conduct of the baseline survey.

3.3 Work plan

The consultant will prepare a plan that will operationalize and direct how the whole exercise will be carried out. Candlelight will be involved in providing input into design and review of tools and the report. The work plan will clearly describe the timing for;

  1. The development of baseline tools
  2. Recruitment and Training of data collectors
  3. Fieldwork (Data collection and Analysis)
  4. Report writing and dissemination of results.

3.4 Deliverables

The Consultant will be expected to deliver the following outputs:

  • An inception report detailing the approach and methodology to be used and sample size calculations, a detailed execution plan, data-collection tools.
  • Draft Survey report.
  • PowerPoint presentation summarizing the baseline survey report not more than 25 slides.
  • Cleaned database (soft copy)
  • Final report (soft copy) submitted to Candlelight. However, the Consultant should note that, the Baseline report shall follow the structure below:

4.0 TIME FRAME

The overallBaseline process is expected to take 30 days including preparation, data collection, and analysis and reporting. The Consultant should be able to undertake some of the tasks concurrently to fit within the planned timeframe, without compromising the quality expected. The assignment is expected to commence on Mid October 2022, with the final report expected by Latest around November 2022.

5.0 AUTHORITY AND RESPONSIBILITY

Candlelight will establish an Baseline team to oversee all the related tasks. Candlelight   MEAL Officer and the Project Manager will be responsible for the overall coordination of all the baseline tasks with the Consultant.

Support from Candlelight

Candlelight will be responsible for the following:

  • Recruit the external Consultant and finalize the consultancy agreement
  • Share all necessary documents to the Consultant to finalize the methodology and data collection tools
  • Approve inception report
  • Provide input for study methodology, data collection tools and report.
  • Ensure that input from Candlelight and KNH is circulated and shared with external Consultant
  • Guidance and coordination throughout all the phases of baseline, keeping communication with external Consultant throughout all phases
  • Review draft report
  • Approve and signoff final report

The Consultant will be responsible for the following:

  • Review all relevant documents.
  • Develop inception report, detailed methodology to be used in the field.
  • Develop data collection tools and share to Candlelight to comment on them.
  • Develop the field work schedule in consultation with Candlelight.
  • Conduct training for the data collectors
  • Supervise the data collection process, give advice and ensure the quality of the data
  • Data analysis and report writing, draft the first report and include Candlelight and KNH feedback and finalize the report for submission according to the agreed deadline
  • Provide required data that is completed and labelled in English (variables and values).
  • Provide field briefing to the Candlelight on the progress and any challenges from the field.

Budget and Payment Schedule:

The consultant is expected to provide a detailed budget for carrying out the study in US Dollars including consultancy fees.
