Terms of reference for development of software

Title: Development of online database for harmonization of coordination activities

Terms of reference

Background information:

The Ministry of Health Development is doing health sector reform by strengthening the coordination, planning, and setting up of annual targets. Harmonization of health sector annual activities, events, and targets is critical for better planning, and communication within the departments, programs, and the Ministry’s partners and stakeholders. Despite the coordination unit within the Ministry that coordinates these activities and events, there is a huge challenge in setting up annual activities and events that every department, program, region, and partner can easily access and monitor.

Therefore, it becomes imperative to come up a solution to this issue. Looking at the opportunity of technologies, the Ministry envisions having a flexible online database that can be used for the digitalization of the Ministry’s activities and events. This aligns Ministry’s ambitions to improve planning, coordination, communication, and access to information within the Ministry and its partners through digitalization.  

Scope of the work

The exercise will cover the development of a flexible database which capable of capturing the Ministry’s calendar activities and events and is accessible to the Ministry’s departments, programs, and regional ministries. The specifications of the database shall include the following features:

·         Flexible web-based database

·         Accessible to regional and central ministry

·         Capable of capturing calendar activities and scheduled events and their timeline

·         Able to provide visual presentation and reports on the activities that has been completed or pending

·         Task tracking and management

·         Capable of generating basic analysis

·         Data security and user role accessibility

·         Compatible and able to be hosted in the Ministry’s cloud server.

·         Onetime off development: no continuous subscription 

In addition to the development of the database/software, the successful firm will train and capacitate the relevant staff on the use and management of the system.

Skills and qualifications

Work requirements:

The interested firm are required to submit technical proposal and financial proposal. The technical proposal shall not be more than two pages detailing the features and the process to develop the system.

Conditions:

The interested firm/company shall have or meet the following conditions

·         Registered and has active license from the Government of Somaliland

·         Firm/company profile

·         Abide by the procurement process of the Ministry

·         Ready to pay the Government Tax

Payment model

The payment will be based on installments. Upon the signing of the contract, the successful firm will be given 40% of the agreed cost in advance. The remaining 60% will be given once the whole work is completed and the Ministry is satisfied with system.
