Title of Consultancy: Terms of Reference for Conducting Climate Risk Profiling, Capacity Needs Assessment, DRM Policy Development, and Anticipatory Action Integration

SCI Contracting Office: Save the Children Somaliland

Period of Consultancy: The assignment will be 45 days inclusive of travel.

Consultant type required : Consultancy Firm

Responsibility for Logistics arrangements and Costs: Save the children will pay the consultant fee in a lump sum and will not reimburse any incurred costs during the assignment. The consultant will cover their own Logistical arrangements, costs; including food, accommodation, local transport and all cost associated with data collection work and whole activities.

Taxation Provisions: The consultancy firm shall be responsible for all taxes arising from the consultancy in line with the local Tax regulations applicable at the SCI contracting office, Mogadishu.

Travel requirements : The consultancy firm will cover all travel costs (tickets) and arrange local travel to field sites.

Security requirements: The consultancy firm will comply with standard of Save the Children Security procedures, including the completion of SCI online security training (applicable to international consultants) prior to travel to Somalia.  

TERMS OF REFERENCES FOR CONDUCTING CLIMATE RISK PROFILING, CAPACITY NEEDS ASSESSMENT, DRM POLICY DEVELOPMENT, AND ANTICIPATORY ACTION INTEGRATION FOR NADFOR

INTORODUCTION:

Save the Children has worked in Somalia for over 70 years and is a national and international leader in humanitarian and development programming. Our long operational history and broad geographical coverage has afforded us positive working relationships with key stakeholders, including the federal government, state and local authorities, donors, international and local NGOs, as well as the trust and acceptance of the communities themselves. Save the Children has an operational presence in 17 regions in the country, with over 640 national and international staff across 14 field offices.

Save the Children implements a wide range of multi-sectoral humanitarian and development projects in Somalia. Our programming is guided by our Country Strategic Plan 2022-24 which follows a child life cycle model to make sure our programs consider a child and their needs holistically and respond with thematically integrated and age-appropriate interventions. Our active portfolio in 2023 covers programs in Food Security and Livelihoods, Social Protection, Youth Economic Empowerment, Education, Health, Nutrition, WASH, Child Protection, Child Rights Governance and Advocacy while mainstreaming climate change adaptation across our portfolio. In addition, gender equality and disability inclusion are mainstreamed in all our programs.

PROJECT BACKGROUND:

This project focuses on both enhancing existing Anticipatory Action (AA) systems and structures in Somaliland and further building and developing from Disaster Risk Reduction (DRR). It will test, strengthen, build, innovate and thereby provide a solid and tested platform from which to seek additional funds to implement Anticipatory Actions. This will contribute to mitigating the projected drought and flood-related impacts on the nutritional status of children in target communities. 

The project’s Theory of Change (ToC) is grounded on WFP contextual analysis of vulnerability analysis of the recurrent and increasing climatic shocks which perfectly describes the target geographies. The ToC recognizes that the graduation approach to building the resilience of vulnerable populations so they can respond positively to potential shock requirements is likely to be more effective. The approach integrates, mutually reinforcing and temporally sequenced assistance to the most vulnerable people to cope with current change, adapt their livelihoods, and improve governance systems and ecosystem health. The five graduations interventions (consumption support/Social protection, financial inclusion, social cohesion, sustainable livelihood and mentorship). This assignment will specifically focus on

Pillar 1: Gender Responsive Early Warning System (EWS), Climate Services (CS), and Anticipatory Action (AA) -which aims to strengthen national and local capacities, systems, and policies to enhance tailored, reliable, and timely early warning, climate services and anticipatory action, and contribute to gender mainstreaming and transformative actions. As stated, the pillar therefore will provide anticipative and absorptive capacities of resilience through interventions that strengthen risk identification, threshold triggers, monitoring forecasts, presetting activities and prepositioning supplies. The interventions proposed under this pillar will aim to reduce the impact of humanitarian burden that may arise due to a predictable risk event such as drought or flash floods among others on the capacity of the vulnerable households' consumptions and protection of their assets. These interventions are (i) hazard identification to help the stakeholders monitor and develop triggers for actions in anticipation. The lack of localized threshold triggers has been often recognized as a key limitation implementing anticipatory actions[1]. Through this pillar, the project will invest in gender responsive early warning that increases the roles of women in the male dominated systems. This will involve the review of the existing systems to understand better the gender roles in the identification of hazards, setting triggers and monitoring threshold based on forecast, participating in decision making on anticipatory actions.

OBJECTIVES:

The overall objective of this consultancy is to conduct identification and profiling of key social and livelihood groups vulnerable to climate-related risks, assessing the NADFOR institutional capacity needs for managing disaster risks, and developing a robust and inclusive Disaster Management Policy with clearly defined roles and responsibilities. Additionally, the consultancy will facilitate the integration of Anticipatory Action (AA) into the agency’s disaster risk management frameworks through targeted training and capacity-building workshops, ensuring that NADFOR is better equipped to act proactively and mitigate the impacts of disasters before they occur.

SPECIFIC OBJECTIVES: 

Specific Objectives.

  1. Identification and Profiling of Key Sectors & Groups

Ø  Identify and categorize social and livelihood groups directly impacted by climate-related risks.

Ø  Map key sectors and actors involved in disaster risk and climate resilience.

  1. Stakeholder Engagement & Shared Understanding

Ø  Organize and facilitate engagement meetings with identified stakeholders.

Ø  Develop a shared understanding of the roles of stakeholders in AA and DRM.

Ø  Identify and document desired Anticipatory Actions (AA) for integration into DRM policies.

  1. Capacity Needs Assessment

Ø  Conduct a detailed survey of NADFOR’s capacity for disaster risk management.

Ø  Identify institutional, technical, human resource, and financial capacity gaps.

  1. Policy Development

Ø  Draft a comprehensive Disaster Risk Management Policy.

Ø  Clearly define the roles and responsibilities of NADFOR and its stakeholders.

Ø  Aligning the policy with national frameworks and international best practices on AA and DRM.

  1. Training and Capacity Building

Ø  Design and deliver training sessions and workshops for NADFOR staff and key partners.

Ø  Build awareness and skills for integrating AA into DRM practices.

Ø  Produce relevant training materials, guidelines, and toolkits.

SCOPE OF WORK:

This exercise aims to Conduct Climate Risk Profiling, Capacity Needs Assessment, DRM Policy Development, and Anticipatory Action Integration for NADFOR through the following activities.

Ø  Project Inception-Conduct a kick-off meeting with key stakeholders to clarify project objectives, expectations, and timelines and review relevant documentation related to the assignment

Ø  Meet with key design team members Technical Specialist, Program Manager and other Save the Children staff in Somaliland to provide an overview of the assessment criteria and data requirements and agree on support needs and responsibilities. 

Ø  Undertake Climate Risk Profiling, Capacity Needs Assessment, DRM Policy Development, and Anticipatory Action Integration for NADFOR. This will include reviewing the existing AA frameworks, the Community Structures and AA policies if any

Ø  Prepare a report with findings and recommendations on Climate Risk Profiling, Capacity Needs Assessment, DRM Policy Development, and Anticipatory Action Integration for NADFOR

 

PROJECT/ACTIVITY LOCATION:

 

The proposed activities will be conducted in Somaliland.

 

METHODOLOGY:

 

While the consultant is free to propose the best method that suits and brings out the best outcome for the assignment, SCI will expect the process to integrate mixed method research design, making use of both quantitative and qualitative approaches

Adaptative methodologies for primary engagement of Eary Warning Early Action actors, the targeted community, validation of the proposed community-based activities and development of a practical DRM Policy will form part of the assignment.

The consultant will be expected to work closely with the Disaster Risk Management Community and Government Structures,such as NOADFOR, MoECC the local community, within the targeted areas, who are the most vulnerable to climate change and disaster risk, the local authority as well as other stakeholders hosting formal weather forecasting and predication systems.

Specifically, individual consultant/firm will undertake the following key tasks:

Ø  Conduct both generic and adaptable literature reviews. The literature review should also provide information on vulnerability and risks

Ø  Deciding on the appropriate data collection method, the consultancy firm will conduct community-based data collection, engaging the community within Awdal and Marodijeh and drawing and capturing the right population in need.

Ø  Utilize a multi-disciplinary approach, incorporating quantitative and qualitative methods to capture the complexity of vulnerabilities.

Ø  Utilize participatory techniques to engage communities and ensure their perspectives are incorporated into the assessment.

Ø  Combine household surveys, focus group discussions, key informant interviews, and other data collection methods as appropriate.

Ø  Apply standardized Climate Risk Profiling, AA frameworks and indicators, adapting them to the local context as necessary.

Ø  Ensure ethical considerations, including informed consent and confidentiality, in all data collection activities.

Ø  Collaborate closely with relevant government agencies, non-governmental organizations, community groups, and other stakeholders throughout the assessment process.

 

DELIVERABLES:

 

The consultant will be expecting to deliver the following.

Ø  Inception report with methodology and work plan.

Ø  Stakeholder mapping and engagement report.

Ø  Detailed community-level climate risk profiles that link hazards with livelihoods, assets, and services.

Ø  Report on capacity needs assessment.

Ø  Draft and final Disaster Risk Management Policy.

Ø  Training materials and workshop reports.

Ø  Final consultancy report summarizing findings, process, and recommendations

Ø  A technical proposal with a detailed response to the TOR, with a specific focus on the scope of work, methodology, and timelines, and how the participation of children and persons and children with disabilities in the evaluation will be ensured.

Ø  Initial work plan and an indication of availability.

Ø  A financial proposal detailing the daily rate expected including accommodation, transportation, stationery, data collectors, research assistance, and all other costs related to this assignment. (Operational and consultancy fees).

Ø  Company profile or CV including a minimum of 3 references.

Ø  At least two previously conducted similar studies.

The following are the minimum requirements for the Consultant Firm to be considered for carrying out the assignment.

·         A minimum of 10 years of experience in conducting Climate Risk Profiling, Capacity Needs Assessment, DRM Policy Development, and Anticipatory Action Integration

·         Knowledge of Somaliland government systems and District Disaster Risk Management structures (preferred).

·         Excellent written and verbal communication skills in English. 

·         Updated CVs for the following key staff including relevant work experience and qualifications:

o    Disaster Risk Management Expert/Technical Team Lead

o    Project Management Specialist

o    Capacity Building Specialist
