Introduction

Network against FGM/C in Somaliland (NAFIS) is a non-political, non-governmental and humanitarian network. NAFIS was established in late 2006 in Hargeisa by several local NGOs working towards the eradication of FGM/C. Currently, NAFIS has a membership of 20 organizations operating in all the regions of Somaliland. As the only nationwide network of its kind, the main purpose of NAFIS is to combat all forms of FGM/C in Somaliland through coordination and networking, policy framework, research, and documentation, capacity building for the key stakeholders, and media awareness.

NAFIS Network is implementing the project focusing on strengthen sustainability of health systems in Somaliland with partner Plan International .by the provision of inclusive and age-gender responsive mobile outreach maternal and health care services to 231,000 marginalized women, adolescent girls and children, strengthen health worker capacities and contribute to improving health systems management. 15,000 adolescents will benefit from increased access to sexual and reproductive health (SRH) education and adolescent friendly SRH services. In addition, the project will develop technical resources on mobile clinics, incorporating management of complications from female genital mutilation and providing adolescent friendly sexual and reproductive information and services

Role Purpose

The Project Manager will be responsible for managing and overseeing the implementation of the project “Strengthening health systems in Somaliland and provision of essential inclusive and age-gender-responsive health services for marginalized populations”, The Project Manager will collaborate and directly Project consortium with Plan international and SOFHA organization.

Key Areas of Accountability:

Under the direct supervision of the Program Manager the project manager is required to perform the following duties and responsibilities

Program Planning, Implementation and Monitoring: 

  • Lead planning and implementation of activities, develop necessary tools to support the project implementation
  • Ensure that activities are appropriately monitored and evaluated, when deemed necessary amendments made in consultation with NAFIS Program Manager
  • Forecast and follow up on expenditures related to the project and develop quarterly and annual plans.
  • Prepare timely purchase requests in line with the project needs.
  • Identify logistic and admin support needs related to the project and communicates these to the relevant log/admin support person.
  • Ensure the compliance of the activities with the organizational quality standards
  • He/she will design, plan and identify training needs and facilitate the training of project beneficiaries and ensuring proper follow up to trainings

MEAL activities and project reporting

  • Contribute to the project implementation monitoring and impact assessment;
  • Contribute to both desk and field-based research according to the project research strategy;
  • Monitor the data collection process and ensure that case management is adequately reported and filed by the field staff;
  • With support from the MEAL team, accountability activities for the Program, providing that feedback of the beneficiaries, Health mobile team and project staff is considerable
  • Prepare accurate documentation of all activities undertaken in day-to-day work and report achievements, and case studies from the field to NAFIS Network
  • Ensure accurate preparation and timely submission of all the necessary programmatic and financial supporting documents to the NAFIS
  • Prepare and submit monthly and periodic performance reports of the project to inform and contribute to NAFIS network reporting to the Donor;
  • Any other support as agreed by NAFIS

Capacity Building and Supervision of Project staff

  • Provide close guidance and supervision to the project team based in project sites in Togdheer, Marodi-jeeh and Sool.
  • Ensure implementation of the project activities are in line with project outcomes
  • Provide regular capacity buildings/training, orientation to project staff in line with identified capacity gaps.

Communication, Advocacy and organizational learning

  • Contribute to documentation of technical/project approaches, lessons learnt, and success stories.
  • Establish and maintain appropriate working relationships with government, institutions, partner organizations, local NGOs, etc. in target areas.
  • Attend working group and task force meetings on a local level (as required).
  • Ensure adequate and accurate reporting of data on Activity Info, internal databases, and Sitreps.
  • Draft and input into weekly, monthly, quarterly and annual reports for both internal and external purposes.
  • Update the project detailed implementation plan as needed.

Partnerships with Project stakeholders

  • Contribute to documentation of technical/project approaches, lessons learnt, and success stories.

Skills and qualifications

Competencies

Knowledge:

  • In-depth knowledge of FGM, SRHR, GBV, gender and inclusion and global/local development issues, with particular knowledge in girls’ rights and child rights, feminist movements, the key actors and institutions, and the power dynamics involved.
  • Mastery of key gender inequalities, gaps, barriers and opportunities at the national, regional and global level and gender and inclusion in programs, and especially for children and girls.
  • In-depth understanding of the policies, processes, institutions and organizations that shape the FGM, GBV and SRHR interventions and standards within Somaliland.
  • Understanding of the implications of working with a rights-based approach to development and is able to analyze the situation of children’s and particularly girls’ rights in his/her working context
  • In-depth knowledge on different types of partnerships and civil society strengthening and capacity building. Understanding issues, principles and strategies and their root causes and working with Plan’s principles and a range of strategies and approaches to improve outcomes

Skills:

  • Proficiency in Microsoft Word and Excel
  • Flexible work attitude and ability to work independently within a small team
  • Strong leadership and communication skills
  • Excellent knowledge of Arabic and English mandatory
  • Excellent relationship building skills – networking, influencing and stakeholder management skills
  • Experience in developing strong, equal and robust partnership contracts or experience in strengthening civil society
  • Experience in capacity building of others
  • Hands on experience and skill in result-based MERL system
  • Holds self and team accountable for delivering results.

Education and Required Expertise

  • Bachelor’s degree in social work, psychology, sociology, international relations or any other related field. Master’s degree is an asset
  • Minimum 3 years of experience working in SRHR, attitude change programming, FGM, GBV and in Child protection (or relevant) programming; working in emergency response is a plus.
  • Minimum 3 years of experience working in project coordination, management or monitoring.
  • Proven experiences and ability to coordinate and collaborate with different civil society and Community based organization.
  • Demonstrable working experience in humanitarian programme;
  • Ability to communicate effectively and authoritatively on area of expertise, and influence others to reach common goals.
  • Demonstrated track record in donor reporting and budget management.
  • Experience in leading team, coaching and mentoring, especially managing a large team.
  • Excellent experience in conflict resolution
