ENGINEERING CONSULTANCY

FOR THE DEVELOPMENT OF DETAILED TECHNICAL DRAWINGS AND BILL OF QUANTITIES

FOR CONSTRUCTION OF GRAVEL ROAD IN WADAAMAGOYE TO QORULUGUD IN SOMALILAND.

1.   BACKGROUND

NIS-Foundation is currently implementing EU funded ISED program, which is Infrastructure for Socio-Economic Development Project (ISED) and its part of the Inclusive Local and Economic Development (ILED) programme which, in turn supports the objectives of the EU Emergency Trust Fund for Africa. As part of ILED, ISED is complementary to the NIS implemented Stabilisation and Peace Dividend Project and both contribute to the ILED specific objectives of

1.    increasing the reach and legitimacy of local and municipal authorities, and their capacities to provide services; promote reconciliation and peace- building, including addressing drivers of conflict; and deliver peace dividends.

2.    Revitalizing and expanding the local economy with a focus on livelihood enhancement, job creation and broad-based inclusive growth. It also ensures complementarity with ILED’s specific objective; and

3.    Providing safety nets to vulnerable people to contribute to strengthening their recovery and resilience.

The ISED project’s specific objective for Somaliland corresponds to the above-mentioned second of ILEDs specific objectives, relating to economic development. The ISED activities facilitate broader socio-economic development and livelihoods opportunities, including provision of economic development infrastructures and services that stimulate economic activity such as irrigation wells and rehabilitation of water dams, secondary roads, and markets. This approach not only addresses local community priority needs but also contributes to the implementation of Somaliland Integrated Territorial Development Plan.The different interventions synergistically contribute across the objectives in so far as socioeconomic development promotes government legitimacy and increases social and political resilience, and improved key public services and infrastructure promote socioeconomic development. The priorities of this project will determine in consultation with relevant authorities and other implementing partners in Somaliland, in line with the Integrated Territorial Development Plan and supported through the EU Territorial Integration and Planning Facility (TIPF).

The Overall Objective of ISED in Somaliland is “to contribute to stability by strengthening state legitimacy and capacity to deliver services and creating inclusive and sustainable economic opportunities for local communities.”

The ISED project’s specific objective in Somaliland is: “Socio-economic development is fostered by increased inclusive livelihoods and income-generating opportunities of people in selected geographic areas.”

The Overall Objective of ISED is to contribute to stability in Somaliland by strengthening state legitimacy and capacity to deliver services and creating inclusive and sustainable economic opportunities for local communities.

Although Governance and community development are also targeted, most of the activities being directed under the ISED project aim at broader socio-economic development through access to markets, resources and income-generating opportunities that strengthen the livelihoods, recovery, and resilience of vulnerable people.

Those activities will be strictly linked and complementary to the other economic growth related ILED interventions contributing to inclusive and resilience value chains and youth and women job creation. Most of the infrastructures will be providing services to the beneficiaries of those interventions in alignment with the Integrated Territorial Approach of the Programme.

2.    INTRODUCTION

In the tapestry of Somaliland's infrastructure, Wadaamagoye to Qorulugud to Buuhoodle commonly known as the Road of Peace (Jidka Nabadda), emerges as a symbol of community resilience and shared progress. This road assessment goes beyond the surface, unraveling the intricate details of a corridor that extends from Wadaamagoye to Qorulugud to Buuhoodle, playing a pivotal role in shaping the socio-economic landscape of the eastern region of Somaliland.

This road stretchs from Wadaamagoyeo to Qorulugud, passing through the villages of Wadaamagoye, Muraayadda, Kaarto-Habreed, and finally reaching Qorulugud.

The total length of the assessed road is 43 km, however the designing stage will cover only 22 km starting from Wadaamagoye to Muraayadda towards Qorulugud district. As below table.

Skills and qualifications

8.    QUALIFICATIONS AND EXPERIENCE OF THE CONSULTANCY FIRM

The consultancy firm to undertake the assignment should have the following competencies:

a)      Should have registration licence under the law of Somaliland Government

b)      Should have professional individuals with past experience undertaken to similar assignment of this exercises and their CVs to be submitted to NIS.( Site Engineer with a bachelor degree in civil engineering and a minimum of 5 years of experience in a road works, Surveyor with a diploma in surveying and having 5 years of experience, Quality Control Officer, Road Engineer having 5 years of experience with a knowledge of CIVIL 3D use in road designing is necessary, project manager having 5 years of experience with a bachelor degree in management or construction management is necessary).

c)      Extensive practical experience in similar assessments in socio economic context.

d)      Good reporting and communication skills in English

e)      Familiarity with the Somaliland context and working in difficult environments will be an asset.

f)       Cummulative Turnover: Submitting the last consecutive years financial audited reports certified by ministry of finance for the years 2022-2023 and clearly demonstrating a cumulative turnover of USD 150,000.

g)      Having an extensive practical experience in roads projects ( Only road projects are counted as an experience score for the company as this consultancy activity is related to road works).
