    1.     BACKGROUND

    Candlelight for Environment, Education and Health (Candlelight) was founded in 1995 as a non-profit making organization based in Hargeisa with sub-offices in Nairobi, Burao, Erigavo and Buuhoodle, dedicated to development issues related to environmental restoration and protection, provision quality primary and secondary education and technical skills training, awareness raising on GBV/FGM and social health including building the advocacy for Child Rights and Child Protection as well as responding to emergencies during droughts and outbreaks.

    Candlelight together with ACTED and WHH are implementing EU BREACH project in Burao, for 30 months (November 2023 to April 2026). The overall objective of the proposed project is to contribute to systemic climate-change resilience, food, fodder and water security in vulnerable communities in Burao, Somaliland. The project will enhance the capacity of vulnerable Somali communities apply dryland specific reforestation, afforestation and sustainable rangeland/ agricultural land management practices. Additionally, it intends to apply climate smart agro-pastoral and pastoral production and water supply practices. 

     

    One of the key activities which contribute to socio-economic opportunities to socially and economically empower vulnerable youth and women is the provision of training and equipping 150 participants in selected technical and vocational skills (IBTVET/ EBTVET), business development and marketing skills. Mainly targeting women and youth in the urban and peri-urban settings, Candlelight will provide training to 150 participants in marketable TVET skills. Trainees will be placed on internship or apprenticeship with appropriate enterprises and employers for further skills development. This assessment will be conducted in Burao town, Balidhiiq and   Duruqsi Districts.

     

                Objectives of the marketable skills assessment

    ·         Identify the existing feasible local marketable skills and competencies of the local workforce.

    ·         Assess the skill gaps and areas of potential growth within the labor market.

    ·         Identify the training and capacity-building needs of the youth and woman.

    ·         Provide recommendations for targeted interventions to enhance marketable skills in Togdheer region.

    ·         Identifying opportunities for entrepreneurship and access to financial services especially for youth and women.

    ·         To identify market driven and profitable skills for successful and sustainable self-employment or for wage employment.

     

     

     

     

     

    2.     SCOPE OF WORK

    The consultant's responsibilities will include the following:

    ·         Review existing reports, studies, and data related to the local labor market and skills landscape in Burao.

    ·         Design and administer surveys targeting employers, employees, and relevant stakeholders to gather information on marketable skills, training needs, and challenges.

    ·         Conduct interviews and focus group discussions with key informants, including employers, vocational training providers, community leaders, and relevant stakeholders.

    ·         Analyze the collected data to identify current marketable skills, skill gaps, and training needs.

    ·         Conduct a skills mapping exercise to identify the marketable skills demanded by local industries and sectors.

    ·         Prepare a comprehensive report with findings, including skill gaps, training needs, and recommendations for interventions present the findings and recommendations to consortium members in Burao.

     

    3.     DELIVERABLES

    The consultant is expected to deliver the following:

    a.       Inception report detailing the proposed methodology, work plan, and data collection tools.

    b.      Interim report presenting the preliminary findings and initial analysis.

    c.       Final report providing comprehensive assessment findings of marketable skills in Burao, including skill gaps, training needs, and recommendations for interventions.

    d.      Presentation and validation of the findings to key stakeholders in Burao.

    e.       Complete this work in 30 Calendar days starting from day of signing the contract

    Skills and Qualifications

    1.      QUALIFICATIONS AND EXPERTISE:

          The consultant should possess the following qualifications and expertise:

    ·         Master’s degree in social studies, or relevant education in related field (technical vocational education, community development etc.)

    • Expertise in quantitative and qualitative research methods and excellent report writing skills

    ·         Demonstrated experience in conducting TVET marketable skills assessments or labor market studies.

    ·         Strong knowledge of local labor market dynamics and skills development in similar contexts or regions.

    ·         Familiarity with the local context and labor market dynamics in Togdheer region or similar regions is preferred.

    ·         Minimum of 5 years of research experience conducting marketable skills assessments, qualitative research/studies, analyses or evaluations,

    ·         At least two written testimonies and samples of similar works.

    2.      DATA OWNERSHIP AND CONFIDENTIALITY

     

    The Consultant will protect the confidentiality of all assessment participants. All the data collected is the property of Candlelight and the consortium members.  No data or other information from this assessment shall be released to third parties without the consent of Candlelight and other consortium members. The Consultant will turn over all data collection tools to Candlelight and will not destroy any information and/ or materials unless or until after all data and original documentation has been delivered to Candlelight.

     

    3.      DOCUMENTS REQUIRED FROM CONSULTANT for the  QUOTATION

    ·         Duly accomplished Letter of Confirmation of Interest and Availability.

    ·         Personal CV (lead consultant), indicating all past experience from similar projects,

    ·         Certificate of registration for firms). Samples (at least 2) of recent similar or related reports with public disclosure authorized, final version that has been submitted and accepted by clients NB. The reports MUST be prepared by the consultant - a reference check may be conducted on this and wherever deemed necessary

    ·         Technical proposal describing in detail methodologies  and detail work plan indicating the timeline

    ·         Budget (the budget should cover all costs related to this assignment supported by cost breakdown).

    ·         Combined Scoring method – where the qualifications and methodology will be weighted a max. Of 70%, and combined with the price offer, which will be weighted a max of 30%. Only shortlisted candidates may be contacted for further assessment.
