INVITATION TO TENDER (ITT) FOR PROVISION OF PROCUREMENT AND DISTRIBUTION OF EMERGENCY FODDER FOR LIVESTOCK TO 1000 HOUSEHOLDS IN 5 RURAL VILLAGES OF BAIDOA DISTRICT, SOMALIA, AFFECTED BY THE DROUGHT

Access Development and Relief Organization (ADRO) is a women-led national humanitarian non-governmental organization implementing life-saving emergency interventions in Somalia. ADRO hereby invites qualified, eligible and experienced in procurement and distribution of animal fodder supplies suppliers/providers to submit tenders for the procurement and distribution of animal fodder supplies to drought-affected beneficiaries targeting 1,000 drought affected households in 5 rural villages in Baidoa District, Southwest State of Somalia.
1. Background
Baidoa District is currently experiencing a severe and prolonged drought that has significantly reduced access to fodder supplies to livestock. As a result, vulnerable rural community’s livestock face heightened risks of disease outbreaks, loss of livelihoods and displacement.
In response, ADRO plans to implement SHF emergency distribution of animal fodder supplies intervention targeting 1,000 drought-affected household livestock in five (5) Baidoa rural villages to ensure access to adequate fodder to their livestock during this ravaging drought.
2. Scope of Work
The selected service provider(s) will be responsible for, but not limited to the following:
- Supply and delivery of quality-assured animal fodder in accordance with the approved specifications and required quantities in the below table.
- Ensuring all fodder meets acceptable nutritional standards, is free from contaminants, and complies with relevant national quality and safety regulations.
- Proper packaging, storage, handling, and transportation of fodder to maintain quality and prevent spoilage or contamination.
- Delivery of fodder in line with the approved delivery plan, designated locations, and agreed timelines.
- Provision of complete delivery documentation, including delivery notes, quantities supplied, batch/lot identification (where applicable), and quality assurance certificates where applicable.
- Coordination with ADRO technical and field teams during delivery and distribution to targeted beneficiaries.
- Full compliance with safeguarding, Prevention of Sexual Exploitation and Abuse (PSEA), accountability and humanitarian principles.
3. Target Areas & Beneficiaries
The intervention will be implemented in Baidoa District, Southwest State covering five (5) drought-affected rural villages. The target population include 1,000 households with livestock. Exact village names, delivery points, and quantities will be shared with the successful bidder(s).
4. Contract Duration
The successful bidder will be engaged for the delivery of the fodder for a period of 4 weeks contractual period.
5. Eligibility & Qualification Requirements
Interested bidders must meet the following minimum requirements:
- Valid company registration certificate and operating license in south west state.
- Proven experience (similar past contracts from INGO/LNGO) in the supply of similar fodder supplies for livestock in Somalia or comparable contexts.
- Demonstrated capacity to source, store, and deliver quality-assured animal fodder supplies in compliance with quality and quantity required by ADRO.
- Ability to deliver animal fodder supplies consistently and on time to remote and rural locations.
- Valid tax compliance certificate (where applicable).
- Provide copy of the company bank statement (last 6 or 12 months)
- Commitment to humanitarian principles, safeguarding, Prevention of Sexual Exploitation and Abuse (PSEA), and accountability standards.
6. Tender Submission Requirements
A. Technical Proposal
- Company profile and organizational background, including legal status and core areas of operation.
- Relevant experience in the supply of fodder supplies, particularly in humanitarian or emergency livestock response contexts.
- Quality assurance and quality control measures, including batch tracking, expiry management, and compliance with regulatory standards.
- Staffing structure and technical capacity relevant to fodder supply and logistics.
- References from previous or ongoing assignments of similar nature and scale.
- Value for money (VfM) is considered.
B. Financial Proposal
Bidders must submit a detailed and itemized financial proposal following the format provided by ADRO. All unit costs and totals must be clearly indicated.

All tender documents are available on website (Somalijobs and ADRO websites) and can be downloaded from the websites posted therein or request them through the email address below ([email protected]) They are obtained at no fee.
9. Submission Method & Deadline
Completed tender documents must be submitted physically in sealed envelopes to either the ADRO Mogadishu Head Office or the ADRO Baidoa Field Office or submitted electronically via the organization official email address. All submissions must be clearly marked “ITT – Procurement and distribution of animal fodder Supplies Services (Baidoa)”.
The deadline for submission is 20th April 2026 at 5:00 P.M. Electronic submissions should be sent to [email protected]. Any tenders received after the stated deadline will not be considered.
