Contract Title: Rehabilitation of Dhusamareeb Main Road-Package II: KM4+920 to Km8+288.

The Government of Somalia has received financing from the World Bank towards the cost of the Somalia Urban Resilience Project II (SURP II) and intends to apply part of the proceeds towards payments under the contract for Rehabilitation of Dhusamareeb Main Road-Package II: KM4+920 to Km8+288. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.

1.  The Municipality of  Dhusamareeb now invites sealed bids from eligible bidders for the rehabilitation of a total of 3.3 km of roads. The project consists of two sections: a 2.53 km dual carriageway, 14.2 m wide, with drainage and 1.5 m concrete sidewalks, and a 0.77 km single carriageway, 11.5 m wide, with provisions for solar streetlights.. The Scope of Works includes but is not limited to:

·         Construction of diversions and allowing for passage of traffic.

·         Site clearance and top layer stripping.

·         Earthworks (approx. 22,500 m3)

·         Structural excavation (700m3), construction of different sizes of concrete pipe culverts (1,150m) including headwalls, wing walls and storm drainage works.

·         Construction in cubic meters subbase (46,500,000m2) and base course (56,000m2).

·         Asphalt surfacing Prime Coat (42,000m2) and asphalt concrete (42,000m2).

·         Road furniture (precast concrete curbstone, traffic signs, guard rails, handrails, and safety barriers).

·         Pipe culverts

The construction period will be Fourteen (14) months and a Defects Liability Period of Twelve (12) months.

2.  Bidding will be conducted through open national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 1st 2016 revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest and is open to all Bidders as defined in the Procurement Regulations.

4.  The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of One Hundred and Fifty US Dollars Only (USD 150). The method of payment will be:

5.  A virtual pre-bid meeting shall be conducted by the Employe 09.11.2024 at 103:0am EAT

6.  Bids must be delivered to the address below on or before 10:30am EAT 27 November ,2024).Electronic Bidding will be permitted. Bids submitted after the deadline will be rejected and submitted bids whose password not received on specified deadline will not be opened and will be rejected and returned to the bidders unopened. Bidders will receive a Google Meet or Zoom invitation to the public opening of bids on 10:30am EAT  27 November ,2024).in the presence of the Bidders' designated representatives and anyone else who wishes to attend at the address below.

7.  All Bids must be accompanied by a BID-SECURING DECLARATION using the form included in Section IV, Bidding Forms.

8.  Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
