- The Federal Government of Somalia has received financing from the World Bank toward the cost of the Somalia Crisis Recovery Project (SCRP), and intends to apply part of the proceeds toward payments under the contract for the rehabilitation of river embankment in Dollow District Covering following two Lots:
- LOT 1: Dollow/Sulguduud (Mudeey Ali 1,2&3 (349m) and;
- LOT 2: Dollow Sulguduud/Nasteh (196m)
- The Ministry of Finance, Federal Government of Somalia now invites sealed Bids from eligible Bidders for the rehabilitation of the above sites in Dollow District, Jubaland State of Somalia.
The rehabilitation period running concurrently will be;
- LOT 1: Dollow/Sulguduud (Mudeey Ali 1,2&3 (349m: 6-months and a Defect Liability Period of Three (3) months.
- LOT 2: Dollow Sulguduud/Nasteh (196m): 6-months and a Defect Liability Period of Three (3) months.
A bidder may submit a bid for one or more Lots. The evaluation will be undertaken on a Lot-by-Lot basis, and the contract will be awarded to the bidder that meets the Qualification Criteria and whose Bid has been determined to be: (a) substantially responsive to the bidding document; and (b) the lowest evaluated cost for the Lot.
Bidders interested in bidding on several Lots must meet the technical and financial requirements indicated in the Lot's RFB. However, bidders are encouraged to bid on all lots to take advantage of economies of scale.
- Bidding will be conducted through open national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 1st 2016 revised November 2017 August 2018 and November 2020 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.

and inspect the bidding document during office hours 09:00 AM to 4:00 PM (Local Time) from Saturday to Thursday at the address given below.
- The bidding document in English may be obtained free of charge by the interested eligible Bidders upon the submission of a written application to the below email. The Bidding document will be sent through email or PICKED-UP at the Project Implementation Unit of the Federal Ministry of Finance office.
The Bidding document consists of:
- The Request for Bid (RFB)
- Volume II: Environmental and Social Management Plan (ESMP)
- Volume III: Drawings
- Volume IV: Security Risk Assessment
- A virtual pre-bid meeting shall be conducted by the Employer on June 21, 2022, at 1:00 PM (Local Time).

How to apply
- Bids must be delivered to the address below on or before July 11, 2022, at 11:00 AM (Local Time). Electronic Bidding will be permitted. Bids must be encrypted using a password that will be provided by the Bidder 1 hour before the closing time of submission of bids. Bids submitted after the deadline will be rejected. Bidders will receive a Google Meet invitation to the public opening bids on July 11, 2022, at 1:30 PM (Local Time) in the presence of the Bidders' designated representatives and anyone else who wishes to attend at the address below
- All Bids must be accompanied by a BID-SECURING DECLARATION using the form included in Section IV, Bidding Forms.
