Invitation to Tender for Construction of Ancillary Water Supply Systems Works for 2 New Boreholes in Garbaharey, Jubaland

BIDS: ADRA is seeking from suitably experienced contractors the provision of works and services through an OPEN TENDERING PROCESS:       

1.     The bidding entity must provide evidence of company registration by the relevant state and federal authorities.

2.     They must prove that they pay taxes.

Document Requirements:

The bids must satisfy the following conditions among the minimum criteria for evaluation by being accompanied by the following documentation:

1.     Financial capacity of the company (proof of financial capacity by submitting 1 year certified/stamped bank statements indicating an average of $50,000. Rating - 15 Points for balances of amounts between $50,000 to 30,000; 10 points between $30,000 to $20,000 and 5 points for amounts below $20,000 and lastly for 0 points for non-submission

2.     General construction experience (Evidence and references from clients for previous similar construction works in Hirshabelle State. Certified copies of construction contracts undertaken

within the past 3 yrs. Rating 10 Points for maximum of 3 contracts; two contracts earn 5 points; zero contracts earn 0 points.

3.     Specific construction experience - A minimum number of 2 similar contracts for WASH, for example water connections, rehabilitation of shallow wells, boreholes etc. satisfactorily completed. (Rating 20 points for a maximum of three (3) contracts, 10 points for two (2) contracts and below 5 points for 1 contract and 0 points for providing no evidence.

4.     Company Personnel (CVs of Project Manager, Site Engineers, Foreman. Rating is 5 points: ALL CV of engineers and manager get 4 points.

5.     Construction Equipment (requirements, Dump truck, Excavator, concrete mixer, Pickup vehicle Scoring 3 Points).

6.     Work plan and methodology, order of activities, mobilization period, Milestones highlighted, timelines of testing commissioning and take-over Rating 3 points).

Financial Evaluation will depend on maximum points scored in the technical capability evaluation score.

Each of the above listed requirements will be evaluated and scored.

•      Currency of offer should be strictly in US Dollars

•       ADRA does not undertake to pay by letter of credit (LOC) or in advance of work completion.

•       ADRA reserves the right to accept or reject any offer before the award of a contract, or to cancel the bidding process and reject all offers at any time and is not bound to give reasons for its decisions. Canvassing or giving false information will lead to automatic disqualification.

•       Incomplete offers or offers which do not comply with any of our tender conditions will not be considered.

•       Quotations should remain valid for a period of at least 90 calendar days after closure of the tender.

•      It is the Agency’s policy to keep all tender values in confidence.
