Background Information

Burden of Tuberculosis Disease

Tuberculosis (TB) is a communicable disease that is a major cause of ill health, one of the top 10 causes of death worldwide and the leading cause of death from a single infectious agent. The disease typically affects the lungs (pulmonary TB) but can also affect other sites (extra pulmonary TB). An estimated 10.0 million (range, 8.9–11.0 million) people fell ill with TB globally in 2019. Geographically, Africa accounted for 25% of the people who developed TB in 2019. In 2020 the total number of TB cases notified in Somalia was 16,953 cases, a number close to that of 2019 (19,300) cases. Case notification rate has improved between 2009 and 2020 by about 50%; yet almost three fifths of the increase (30%) has to be credited to the natural population growth, the mean annual increase thus being about 2%. For the year 2019, the World Health Organization (WHO) estimates the TB mortality rate in Somalia, including HIV+TB, at 68.5 (41-105) per 100k population. Between 2015 and 2019, mortality rate decreased by about 19%.

TB control services are managed by the Ministry of Health's National Tuberculosis Programme (NTP), with funding from the Global Fund and World Vision as the principal recipient. The program seeks to improve access to laboratory services by upgrading the Garowe laboratory to BSL3.

World Vision Somalia invites Bidders to submit their expression of Interest for the Design, Supply, Installation, Testing, Commissioning and Validation of the Biosafety Laboratory Level-III laboratory in Garowe, Somalia

To obtain adequate information on the assignment and on the local conditions, Bidders are encouraged to liaise with the procuring entity regarding any information that they may require before submitting a proposal.

At any time before the deadline for submission of the proposals, the procuring entity may for any reason; either at its own initiative or in response to a clarification requested by an intended individual consultant amend the RFP. Any amendment shall be issued in writing, or email to all vendors and will be binding on them.

Scope of the works

  • The preparation of the proposed lab's design and technical drawings, keeping in mind how it will be used and any regulatory approvals that may be required.
  • The submission of floor plans that incorporate modifications to the building's mechanical, electrical, and airflow systems to meet Biosafety Level 3 requirements.
  • The submission of a comprehensive design that includes technical drawings, equipment maps, electrical drawings, roof modifications, and plumbing.
  • The preparation of the Bills of Quantities for the building's construction and alterations
  • The supervision of construction, supply and installation of BSL-3 equipment, process validation, and commissioning.
  • The conduction of the final certification testing of the laboratory's systems (airflow, mechanical, and electrical) to ensure that the lab meets the BSL-3 safety requirements.

EVALUATION CRITERIA

  1. Mandatory Documents Requirements

The listed documents are the minimum mandatory requirements to do business with World Vision.Biddders are required to attach copies of these documents in their Proposals.

  1. Provide a certified copy of business registration in country of Operations-attach a copy
  2. Provide a certified copy of tax registration in country of Operations-Attach a Copy
  3. Successful bidder will be required to sign World Vision Supplier Code of Conduct form as well as World Vision International guidelines of Ethical Principles (To be provided by World Vision upon successful award)
  4. Technical Mandatory Requirements
  5. The bidder must have biosafety professionals or engineers who have been trained and certified (by international biosafety associations). Attach Copies of these credentials
  6. The bidders must be approved by the International Federation of Biosafety Association or the International Biosafety Association to perform such work (a letter from the International Federation of Biosafety Association or the International Biosafety Association should be submitted).
  7. The bidder must have successfully supplied and installed at least three Biosafety Laboratory Level III (BSL-III) facilities, including at least one within the past three years. (Proof of the three engagements should be provided by attaching a copy of the contract, LPO, or LSO as well as a reference letter for the completed work.)
  8. The bidder must have the necessary experience and infrastructure to provide certifications and maintenance services for at least two BSL-3 facilities. (Copies of completed maintenance and certification work must be submitted.) Or Contracts
