INVITATION TO TENDER (ITB) FOR HYDROLOGICAL SURVEY AND DRILLING OF PRODUCTIVE DEEP BOREHOLE IN DABARE VILLAGE GURIEL- GALGADUD REGION

The Norwegian Refugee Council (NRC) is a non-governmental humanitarian organization with 60 years of experience in creating a safer and more dignified life for refugees and internally displaced people. The NRC defends the rights of displaced populations and provides assistance in the following areas: shelter, education, food security and livelihoods, water, sanitation and hygiene (WASH).

Norwegian Refugee Council (NRC) Somalia wishes to invite qualified firms to submit bids (Administrative, Technical and Financial proposals) to submit a hard copy in a sealed envelope to our office in Dhusamareb, Dayah Stadium Road, Dhusamareb District Galmudug Somalia.

The Selection Criteria:

Interested suppliers who wish to submit their proposals should meet the below-listed requirements.

1.       Administrative requirements

a)      Copy of company registration from Ministry of Energy and Water resources Galmudug

b)      Copy of tax registration from ministry of finance

c)       Certificate of registration from Guriel municipality

2.       Technical evaluation

A.      Key professional staff qualifications and competence for the assignment- (Project Engineers- to have bachelor’s degree in borehole drilling, hydrology engineering and experience of minimum of 5 Years.

         i.            Project Engineer- to have bachelor’s degree in water and environmental engineering/water resource management with minimum 5 years’ experience

       ii.            Hydrologist-minimum 5 years’ experience (Mandatory) -The Company has to submit along with this bid the certificate & the experience of the hydrologist + the list of the surveying equipment that will be used for the survey.

      iii.            Foreman-to have Diploma in Building and construction work and experience of minimum 5 Years

B.      Updated and relevant Company profile including copies of Company Director(s) ID and List of privately owned borehole drilling equipment (i.e. rotary drilling rig, compressor, water truck, etc with proof of ownership) (NRC will physically verify

C.      Similar experience in terms of Scope, Cost, and subject matter-2 or more of equivalent nature and complexity for the last three years- Proof of experience (Copies of contracts/ POs/ completion certificates/ etc.)

3.       Financial evaluation

A.      Bill of Quantities in comparison to NRC estimated rate

B.      Financial capacity - company updated bank statement for the last six months with at least USD 25,000 and above balance

This tender is valid from 13th June to 27th June 2024 before 16:30 pm

MANNER OF SUBMISSION.

Interested and eligible firms are requested to submit their offers by hand delivery in a sealed envelope to our office in Dhusamareb, Dayah Stadium Road, Galmudug Somalia.

The closing date for submitting the tender is 27th June 2024 before 16:30pm Local time in Somalia. All bids submitted after that date will be rejected.

Note that all bidders submitting by hand delivery are required to sign a bid submission register upon submission. The register can only be signed by the company representative.
