Appendix B: CALL FOR EXPRESSION OF INTEREST

The purpose of this Call for Expression of Interest is to solicit interest from existing or prospective partners, who would wish to participate Strengthening the protection through providing Health Services to Refugees and Asylum Seekers in Somaliland contribute complementary resources (human resources, knowledge, funds, in-kind contributions, supplies and/or equipment) to achieving common objectives as agreed in the Project Partnership Agreement. This call is only open to Non- Governmental and Not for Profit Organizations. UNHCR encourages partnership with NGOs capable of implementing multi-sectoral programs with a geographical focus, and taking into consideration the displaced populations, host communities and other regional specificities. UNHCR Somalia also encourages partnerships with local partners and/or partnerships with international partners, who commit to build the capacity of local partners with the objective of relying more on national capacities and therefore ensuring the sustainability of interventions

Brief Background of the Project:

The Office of the United Nations High Commissioner for Refugees (UNHCR) was established on 14 December 1950 by the United Nations General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and to seek solutions to refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country. UNHCR has an extended mandate through General Assembly Resolutions for stateless persons. UNHCR has also been authorized by the General Assembly for providing protection and humanitarian assistance to internally displaced persons as part of the inter-agency coordination approach of the Humanitarian Reform and the Transformative Agenda, which have been developed in the Inter-Agency Standing Committee context.

In delivering its mandate, UNHCR collaborates with governments, civil society and humanitarian organizations, UN agencies and other partners globally and this partnership is solid and expanding. In Somaliland, UNHCR provides a range of assistance services to refugees/asylum seekers and their host communities within the context of Comprehensive Refugee Response Framework (CRRF) and continues to engage in enhanced partnership with government, UN agencies and NGO actors in different sectors in the spirit of a whole-of-society approach and area-based planning to benefit refugees, returnees, IDPs, stateless persons and host communities

UNHCR is the UN agency mandated to ensure the protection of refugees and asylum seekers. Protection and solutions are offered in collaboration with the Government of Somaliland, UN agencies and other partners. UNHCR follows the Age, Gender, and Diversity and the Rights Based approach in delivering its mandate. It also prioritizes community participation in all its interventions and focused to align all its activity implementation with the Multi Year Multi Partner Protection and Solutions Strategy 2023-2025.

Somaliland is an important territory of origin, transit and destination for mixed flows. Due to its geographical location, a large number of IDPs, asylum seekers and refugees, Somali returnees, and economic and other migrants, transit through Somaliland or choose to settle there permanently. As of June 2022, Somaliland hosts 16,604 registered refugees and asylum seekers, mostly originating from Ethiopia or Yemen.

There is a critical shortage of healthcare facilities and health workers both in terms of numbers of health facilities and numbers of trained personnel at every level. In particular, there is a critical shortage of female doctors, nurses and midwives. In view of the above, many refugees and asylum seekers hardly enjoy access to quality health care or benefit from the limited health facilities where such exist. Most health problems refugees and asylum seekers face can be treated under the primary health care, while others may require secondary or tertiary care. In January 2020, the UNHCR Somaliland in collaboration with its partners transition the primary health care from main referral hospital, Hargeisa Group Hospital to public healthcare centers in Hargeisa to strengthen its efficiency for accessibility to a wider host community including the Refugee and Asylum Seekers. This has ensured equitable access to health care a basic human right is guaranteed to the overall population.

Expected Outcome or Output and Main Activities:

Objective: Health status of the population improved

The overall objective of this project is to improve Health Status of Persons of Concern (PoCs). With the major outcomes to be achieved being:

  • Improve the access to healthcare facilities for Refugees, Asylum Seekers, all vulnerable and poor host communities.
  • Successful transition of healthcare services from Secondary/tertiary to Primary Healthcare through strong community outreach, with considerable reduction in use of Secondary/Tertiary Healthcare.
  • Improved Health Information System (HIS) and reporting; and
  • Strengthened Referral Mechanism from Primary to Secondary/Tertiary Healthcare.

Outputs: Access to primary health care services provided or supported and Referral mechanisms established

Main Activities:

§  Provision of Primary , secondary/tertiary healthcare in Hargeisa, Berbera and Borama.

§  Establish/Strengthen mental health and Psychosocial support services including, In-patient and outpatient psychological/psychiatrist service, general psychosocial support and trauma counselling for people with specific needs (victim of torture or SGBV survivor).

§  In close collaboration and coordination with UNHCR manage and implement medical referral program in line with established medical referral Standard operating and guidelines. Establish a functional Exceptional Care Committee with clear terms of reference to ensure efficient, accountable, and effective medical referral mechanism. Improve health counselling as well as documentation of medical cases and referral mechanisms.

§  Conduct Longitudinal surveys to monitor the impact of the health care transitioning from the current secondary health care to the intended primary health care.

§   Undertake Client satisfaction monitoring using balanced score card to measure the level of satisfaction of refugees and asylum seekers in the new health service delivery approach implemented in 2020 in addition conduct regular supportive supervision in close collaboration and coordination with, UNHCR, Ministry of health, documenting gaps and developing action plans.   

§  Strengthening of appropriate referral systems through implementing and operational partners with focus on refugees and asylum seekers with specific needs that are extremely vulnerable, without coping mechanisms or support structure.

§  Provide robust Capacity building support to health facilities and institutions including (Staffing, equipment, essential medicines, supportive supervision, coaching), and promote networking among health systems.

§  Tailored training of the ministry of health staff in close collaboration with the Ministry of health and development in key clinical areas including clinical management of communicable and non-communicable diseases (NCD) using various delivery platforms including  On job training (OJT), coaching and refresher training.

§  Establish/ Strengthen a functional Preventive and Promotive health services. Provide outreach services, community support, health education, screening to Persons of concern through a robust community health program.

§  Community awareness raising sessions through medical projects/ counselling sessions at psycho-social centers.

§  Particular attention on GBV, rape and children’s cases in need of medical assistance referred by respective UNHCR protection partners, with proper feedback/reports on those cases.

§  Coordination with MoHD to integrate refugee Health Information System with current MoHD Health Management information system in order to access, evaluate and report on health status of PoCs.

Submission instructions

Interested organizations in Somalia are invited to submit concept notes and other required documents to UNHCR, as specified below:

i)        Concept note -Annex A

The concept note should be concise and contain clear information, not exceeding three pages. It should not be a fully developed project proposal.

The concept Note must be submitted in Template attached to this Call for Expression of Interest (CEoI) as Annex A

ii)      Proposed budget: Annex B

A breakdown of budget should be realistically calculated based on the needs and presented to UNHCR in the standard budget template Annex B to this call for EoI. The proposed budget should be submitted in USD currency.

Contribution of partner (not UNHCR funded) towards the project should be clearly indicated, either in the form of in-kind contribution or cash.

iii)    Partner Declaration: Annex C

Prospective partners that are not registered with UNHCR are required to declare that their organization meets the basic compatibility eligibility criteria for establishing a partnership with UNHCR via submitting a complete and signed copy of the Partner Declaration Form Annex C of this Call for Eol.

The purpose of this declaration is to determine whether a prospective partner is committed to UNHCR’s core values and its commitment to persons of concern. 

iv)    Partner Procurement Capacity Checklist: Annex D

The form should be completed with all required information. This will help UNHCR to assess the procurement capacity of prospective partners. The checklist is attached as Annex D

v)      Project Management Check List- Annex E

The organisation is also required to complete Annex F with the necessary information and provided the requested documentation. The purpose of this annex is for the partner to demonstrate its ability to deliver project objectives, accountability mechanisms and sound financial management, taking into account the audit results of the previous UNHCR and/or other donor funded/ projects, past performance and the external audit of partners’ financial statements, where applicable

vi)     PSEA Self-assessment Form: Annex F

Adequate capacity to prevent, manage the risk of and response to allegations of sexual

exploitation and abuse are one of the eligibility criteria for the selection of partners and a

mandatory part of the due diligence process. all potential partners are required to submit (via the UN Partner Portal) their PSEA self-assessment, ahead of a concept note submission, unless already assessed by a UN entity.

vii)  Other required documents: 

All applicant organizations are required to submit the following documents. The submission of these documents is mandatory, organizations failing to submit any of these documents will be automatically disqualified.

a) Organization Registration Certificate with the relevant Ministry

b) Organization profile

c)       Procurement manual 

d)      Financial manual

e)      Fraud prevention manual

f)       Administration/HR manuals

g)      Recent Audit Report/ Financial Statement (preferably for the last 3 years) conducted by an independent audit firm

Important notes:

Partner Portal: Prospective organizations intending to apply are first required to register (if not yet done so) in the UN Partner Portal- https://unpartnerportal.org; and upload their organization’s profile and documents (as deemed necessary) and then upload the Concept Note along with other required documents in response to this particular Call for Expression of Interest. Organizations NGOs already registered in the UN Partner Portal should update their profiles if necessary, and then upload the Concept Note along with other required documents in response to this call for Expression of Interest. 

UNHCR undertakes due diligence in the process of partner selection and ensures objectivity, consistency, transparency and timeliness in the process. All applicant organizations will receive written notification, in a timely manner, of the outcome of the selection process.
