INVITATION TO TENDER FOR IRRIGATION SCHEME IN HAJIWEYNE, QAMQAM, BULABARTIRE, AND GOBWAYN OF KISMAYO DISTRICT JUBALAND STATE OF SOMALIA.

  1. Background

The Centre for Research and Integrated Development (CeRID), a reputable Somali NGO founded in 2005, is leading procurement and day-to-day implementation for the project “Improving Capacities in Nutrition-Sensitive and Climate-Smart Agriculture in Kismayo, Somalia”. CeRID is locally registered and mandated to manage procurement processes in Somalia, ensuring transparency, compliance, and local ownership. 

This assignment is part of the wider GIZ-funded project “Promoting Climate Resilience in Food Security in Jubaland, Somalia”, implemented in partnership with NIRAS Germany GmbH. NIRAS, with over 40 years of global experience in agriculture, climate resilience, and institutional capacity building, provides technical leadership. 

The project runs from 15.03.2025 to 30.09.2026 and targets 700 farmers, including women, youth, IDPs, and persons with disabilities. It delivers five work packages: farmer training, provision of tractors and equipment, solar-powered irrigation, post-harvest solutions, and institutional capacity building for the Jubaland Ministry of Agriculture and Irrigation (JMoAI).

2.0 Project Objectives and Scope of Work

2.1 Project Objectives

CeRID invites interested bidders with sound capacity and relevant experience in similar work to submit their quotations. The selected Supplier will be responsible for ensuring timely delivery of the supplies.

2.1 Scope of work 

The general scope of work for the supplier of an irrigation scheme in Bulla Bartire, Hajiweyne, Qamqam, and Gobwayn, Kismayo District, Jubaland State of Somalia. This scope is a general guide and specific details, such as the scale of the project (e.g., coverage area) and the technology used (e.g., solarized pumping, rising main, water pan storage and gravity-fed pipelines), would be defined in a formal BoQ in excel and drawings as part of the tender document. The scope of work would typically cover Construction works which includes supply, and installation, testing and commissioning.

  1. Procurement and Supply
  2. Material Sourcing: The supplier is responsible for procuring all necessary materials and equipment, such as pipes, fittings, valves, pumps, solar panels (if a solar-powered system is used), and construction materials for civil works.
  3. Quality Control: All materials supplied must meet the quality standards and specifications outlined in the contract to ensure the longevity and efficiency of the system.
  4. Delivery and Logistics: The supplier must ensure the security and timely delivery of all materials to the project sites. This includes managing all logistics, transportation, and potential security risks.
  5. Installation, Construction, and Commissioning
  6. Site Preparation: This involves clearing the site, excavating trenches for pipelines, and preparing the ground for pump stations and other civil structures.
  7. Civil Works: Construction of civil structures such as water pan storage/reservoir, intake works, rising main and a network of main and branch pipelines.
  8. Installation: Installation of all components as per the approved design drawings, including:
  9.  Solarized pumping system; solar panels; its electrical system and associated control systems.
  10. Laying and connecting pipelines and distribution lines.
  11. Connecting all components to form a functional irrigation system.
  12. Testing and Commissioning: Upon completion of installation, the supplier must perform thorough testing of the entire system to ensure it is functioning correctly and efficiently. This includes pressure testing, leak detection, and performance verification.
  13. Training and Handover: The supplier is expected to train a project officer. This ensures the long-term sustainability of the project. A final handover of the completed scheme, along with all relevant documentation (manuals, as-built drawings), would mark the completion of the project.

Interested bidders to submit proposal for irrigation scheme in Bulla Bartire, Hajiweyne, Qamqam, and Gobwayn villages of Kismayo District, Jubaland State of Somalia.It shall remain the responsibility of the bidder to ensure that their bid documents reach CeRID before the deadline. Bids that are received by CeRID after the deadline indicated above, for whatever reason, shall not be considered for evaluation.
