TENDER NOTICE FOR TWO BASIC CONSTRUCTION AT GOBWEYN

1. Background and Project Summary
   Jubaland is frequently affected by climate-related hazards, particularly floods and droughts, which
   have a significant impact on agricultural livelihoods and community wellbeing. Farming
   communities living along the Juba River are especially vulnerable to riverine flooding which
   damaged crops, irrigation infrastructure, homes and other productive assets.
   Gobweyn is one of the highly susceptible area to these hazards. Recurrent flooding has caused
   damage to local infrastructure and livelihoods in this area, with limited disasters preparedness and
   flood mitigation for local farmers. These challenges place additional pressure on farmers and
   other residents each flood season.
   To address these risks, the Ministry of Humanitarian Affairs and Disaster Management
   (MoHADM), with support from GIZ under BMZ, intends to construct two basic river channel
   gabion structures at Gobweyn 30 Meter long for each (60M total). The works are intended to help
   reduce flooding , strengthen disaster preparedness and resilience at community level .
2. Scope of Work
   The selected contractor will be required to execute the works in accordance with technical
   specifications, which include:
    Site inspection, verification of site boundaries, and setting out.
    Clearing and removal of vegetation, debris, and unwanted materials.
    Excavation, leveling, grading, and preparation of the construction area.
    Earthworks, and slope preparation along the Juba River bank.
    Stone pitching, gabion box installation, and/or earthen embankment reinforcement.
    Construction of associated drainage culverts or protective structures
    Site cleanup, hand-over, and compliance with environmental and safety standards.
    The site of the construction based on river gabion is 30M long for each
    Supply of Construction materials
    Civil Engineer and Construction workers
3. Foundation and Structural Works
    Excavation for foundations in accordance with approved drawings.
    Preparation and compaction of foundation bases.
    Placement of blinding concrete and reinforcement steel.
    specified foundation systems.
    Installation of reinforcement bars, formwork, and concrete.
    Proper curing and testing of concrete in accordance with the technical specifications.

Tender Submission
In light of the above, MOHADM-JSS invites Bidders in Jubaland---Somalia to submit their
applications and other supporting documents, free of charge, according to the Ministry of
Humanitarian Affairs and Disaster Management terms and conditions.
Non-conformity with all conditions mentioned could lead to the exclusion of the bid.
Interested bidders/contractors are required to submit their complete proposals together with the
requested documents in a SEALED ENVELOPE clearly marked Tender Ref:
MOHADM/JSS/004/2026 and dropped to the tender box available in MOHADM office main
