INVITATION TO BID (ITB)

The Jubaland State of Somalia, through the Kismayo District Local Government and with funding from the UNICEF Dowlad-Kaab Program, is implementing a project to enhance educational infrastructure in Kismayo District.

We hereby invite sealed bids from eligible and qualified national contractors registered in Jubaland State/Federal Government of Somalia for the rehabilitation of the following schools:

• Lot 1: Rehabilitation of Ganaane School, Kismayo District
• Lot 2: Rehabilitation of Midnimo School, Kismayo District

Bidders may submit offers for one or both lots. Each lot will be evaluated and awarded separately.

3. SCOPE OF WORKS

The scope includes, but is not limited to, the following key activities as per the detailed Bill of Quantities (BOQ) and technical drawings:

For Ganaane School (Lot 1):

• Site clearance and demolition works.
• Hacking of old plastering and debris removal.
• Internal and external new plastering and painting.
• Re-roofing works with new aluminium sheets and ceiling installation.
• Renovation of four (4) toilet blocks with new ceramic wall tiles.
• Supply and installation of new steel doors and windows.

For Midnimo School (Lot 2):

• Site clearance and demolition of old roof structures.
• Hacking of existing plaster and old floor slab.
• Construction of a new concrete floor slab.
• Internal and external new plastering and painting.
• Supply and installation of new steel doors and windows.
• Installation of perimeter security razor wire fencing.
• Supply and installation of a 1000L plastic water tank.

4. BIDDING DOCUMENTS

The detailed Bidding Documents, including the full BOQ, Technical Drawings, and Eligibility Requirements, can be obtained 20 USD from the Dowlad-Kaab Program Office in Kismayo (address below) starting from 22nd September 2025 during working hours (8:00 AM to 4:00 PM, Saturday to Thursday).

5. PRE-BID MEETING & SITE VISIT

A mandatory pre-bid meeting and site visit to both school locations will be held on:

• Date: 24th September 2025
• Time: 10:00 AM Local Time
• Venue: City Hall, Kismayo District

All prospective bidders are strongly advised to attend. Failure to attend may result in disqualification.

6. ELIGIBILITY REQUIREMENTS

Bidders must provide the following mandatory documents in their submission:

• Copy of valid business registration and operating license.
• Certificate of registration with the Jubaland State/Federal Ministry of Public Works.
• Valid tax compliance certificate.
• Company profile with details of key personnel and their CVs.
• Proof of previous experience executing similar projects (minimum 2 projects of comparable value and scope within the last 3 years). Provide contracts or completion certificates.
• Audited financial statements or bank statements for the last two years demonstrating financial capability.
• A bid security (as specified in the bidding documents) must accompany the financial offer.

7. DEADLINE AND SUBMISSION OF BIDS

Sealed bids must be delivered to the address below on or before 27th September 2025 at 11:00 AM Local Time.

Bids must be submitted in two separate sealed envelopes:

• Envelope A: Technical Proposal (including all eligibility documents)
• Envelope B: Financial Proposal (priced BOQ)

Both envelopes should be clearly marked with the bidder's name, address, and the ITB Reference Number DKP/EDU/KSM/ITB/2025/001 and the specific Lot Number (Lot 1, Lot 2, or Both).

Electronic submissions will NOT be accepted. Late bids will be rejected and returned unopened.

8. BID OPENING

The public opening of the bids will be conducted immediately after the submission deadline at the address below. Bidders or their authorized representatives are invited to witness the opening.
