INVITATION TO TENDER (ITB) FOR PROVISION OF LEGAL SERVICES

The Norwegian Refugee Council (NRC) is a non-governmental humanitarian organization with 60 years of experience in creating a safer and more dignified life for refugees and internally displaced people. The NRC defends the rights of displaced populations and assists in the following areas: shelter, education, food security and livelihoods, water, sanitation and hygiene (WASH).

Norwegian Refugee Council (NRC) Somalia wishes to invite qualified firms to submit bids (Administrative, Technical and Financial proposals) to submit a hard copy in a sealed envelope to NRC Mogadishu Office, Somalia: Along Airport Road, Opposite Xajii Dol Garage, Wadajir District.

The Selection Criteria:

Interested suppliers who wish to submit their proposals should meet the below-listed requirements.

1.       Fully Completed tender bid documents (Section 5 – 9)

2.       The law firms should attach their profiles stating the type of cases/matters handled and their success rate in litigation, civil documentation, land and commercial transactions.

3.       The profile should indicate experience in handling matters before different courts and Tribunals.

4.       The firms should also provide a list of clients handled which should include individuals, communities, organisations and institutions etc.; and the types of matters handled.

5.       Expertise of the legal team; Senior Partners should have a Certified copy of current practicing certificates for all partners and associates. Senior Partner(s) must have a minimum experience of 5 years.

6.       Law firms must be ranked highly by their peers as well as have proven experience of the issues in question.

7.       A reputation of performing the majority of the legal services with a high standard. This includes senior partners, associates, research assistants and paralegals.

8.       Firm’s profile including CVs of lawyers, or application & CV (for individual lawyers)

9.       A copy of Certificate of Registration (preferably with the FGS or at the regional)

10.   A copy of Valid Tax Compliance Certificate.

11.   Practicing certificate of senior partners and advocates

12.   At least three references from other clients.

13.   The Firm should declare any conflict of interest.

14.   Evidence and supporting documents to prove experience in undertaking similar assignments with Displaced Communities and working with INGOs/UN

15.   Technical proposals

16.   Financial proposal clearly articulating legal fees for each service.

17.   Certifications & Licenses:  certified during their training period, with tested knowledge of the law and how to apply it in different situations.

18.   The Notary must have an official seal: Most are unique and engraved with a personal symbol. Notarial acts with this impressed seal and signed by a Notary are universally recognised and any facts they contain are treated as the evidence of a responsible public officer.

19.   Previous experiences in similar works/services - Evidence of experience conducting similar assignments (Samples of similar work) is required.

How to apply

TENDER PROCESS.

Interested and eligible firms are requested to submit their offers in a sealed envelope to NRC office in Mogadishu, Somalia: Along Airport Road, Opposite Xajii Dol Garage, Wadajir District. The closing date for submitting the tender is 25th May 2024 before 16:30pm Local time in Somalia. All bids submitted after that date will be rejected.

Note that all bidders submitting by hand delivery are required to sign a bid submission register upon submission. The register can only be signed by the company representative.
