    PRE-QUALIFICATION TO TENDER FOR EQUIPPING DE-MARTINO HOSPITAL'S NEW EMERGENCY AND TRAUMA CENTER.

    1.                   ABOUT QATAR CHARITY:

     

    Qatar Charity is one of the leading non-profit organizations in the Arabian countries and the world. It was established in 1992 for the purpose of developing Qatari communities and the surrounding destitute communities regardless of their race, gender, and cultural differences.

    Qatar Charity is active in several sectors significantly in sustainable development, fighting against poverty, and relief for the emergency afflicted situations. Qatar charity enjoys the consultative status with the Organization of Islamic Cooperation as it is a founding member of the Arab Network for Development in Cairo since 1999.

     

    QC has been working in Somalia since 2007. It’s mainly working in the following thematic areas: Education, Health, Shelter, Livelihood, Emergence, social care, WASH and construction of public facilities and CPI. QC currently conducting health strengthen projects in Somalia by working with minister of health at federal and state level. The aim of health program is to ensure that all people get continued access to health services.  In this Prequalification, QC is going to Equip and furnish the new soon-to-be completed De-Martino Hospital’s emergency and trauma center funded and constructed by Qatar Charity.

     

    2.                 PURPOSE OF THIS REQUEST FOR PROPOSAL:

    Qatar charity is seeking qualified vendors/Suppliers whose specialty in medical equipment in Somalia and Abroad. All potential Vendors/Suppliers are requested to submit their required documents according to the Conditions as detailed further made herein below tender descriptions. 

     

    3.                 LOCATIONS:

     

    De-Martino Hospital in Mogadishu, Hamar-Jajab District, Somalia.

    4.                  SCOPE OF THE WORK:

    The scope of this RFP includes the procurement, purchase, delivery, and install of medical equipment’s.

    A.     Medical equipment and Devices:

    v  The Bill of Quantities (BOQs) provided by the Office Qatar charity contains the minimum specification that is required for the item. As per the terms of the agreement, the contractor/vendor is required to provide comprehensive details of the item being quoted for, including the brochure and specifications. This information should be included in the quotation provided by the contractor/vendor.

    v  for any medical equipment or devices that quoted, the price should include both installation and maintenance services for a period of no less than 12 months. To ensure that the equipment will be properly set up and maintained for at least half a year after purchase. Also it’s required from the vendor to be able to supply spare parts of the medical devices and equipment for a period of 6 years.

    v  Training the hospital's medical staff on operating the devices.

     

    5.                 DOCUMENTS REQUIRED TO SUBMIT SEPERATELY

     

    A.    Updated Business profile.

    B.    Valid License/ Registration from the concerned authorities in Federal/state level.

    C.    Initial Guarantee cheque/letter $10,000 (Ten thousand US Dollars)

    D.   Tax Clearance certificate (TCC):  a valid tax compliance certificate from Ministry of Finance.

    E.    Completed (Filled and Stamped) Tender Document (This Document)

    F.     ID or Passport of the Owners.

    G.    Expression of interest letter

    H.   Shall submit at least three previous similar supply and delivery of medical equipment related contracts implemented with and/or for government institutions, International non-governmental organizations (INGOs), UN agencies or private institutions.

    I.      Key personal of the company including biomedical Engineer’s CV

    J.     Any information deemed to be important.

     

    6.                 GENERAL TERMS AND CONDITIONS

    A.                  Only Suppliers that are legally registered in Somalia can apply for this prequalification.

    B.                  Only the original RFP form received from Qatar Charity - Somalia Office (QC) should be used for submitting the offer. However, in case of insufficient space, additional sheets may be attached retaining the same column heading as the original Tender Form.

    C.                  All the columns provided in the RFP documents should be filled in. These columns should not be left blank. In the absence of any information, please write N/A.

    D.                 Overwriting, erasing, or using correction fluid are not allowed.

    E.                  Implementation time should always be mentioned in number of Calendar Days.

    F.                   The validity of the offer shall be minimum 180 days from the closing date of submission.

    G.                  QC has the right to revise the Supply Details as applicable.

    H.                 The Bidder shall bear all costs associated with the preparation and submission of his Bid, and the Qatar Charity shall not be responsible or liable for those costs, regardless of the conduct or outcome of the bidding process.

    I.                    A prospective Bidder requiring any clarification of the Bidding Document shall contact the

    Qatar Charity in writing through email [email protected] . The Qatar charity team will respond in writing to any request for clarification 48 hours before the deadline. The Qatar Charity shall forward copies of its response to all Bidders who have acquired the Bidding Document,

    including a description of the inquiry but without identifying its source.

    J.                   QC has the right to cancel any item(s) from the prequalification or to cancel the whole Tender. QC is under no obligation to accept the lowest price or any offer, offer always is separate-able, and QC has the right to take part of it.

    K.                  The Offer shall include full details and specifications of the offered items.

    L.                   For DUE DILIGENCE CHECKS purposes, QC has the right to ask Bidders to provide any extra information. Before or after the final Selection, Bidders may possibly be required to attend a meeting with the Procurement Committee in QC at no extra cost to QC.

    M.                QC has the right to request submission of Company Registration Documents and Passport Bio-Page of key personal of Supplier as issued by the Government.

    N.                 Please note that once a Tender process completed, QC will ONLY communicate with the SELECTED BIDDER going forward.

    O.                 Unsuccessful Bidders reserve the right to know the results by inquiring from QC if interested. All Suppliers/Vendors are welcomed to ask questions for the reason(s) why they did not win. Bidder information will NOT be shared with a Third Party.

    Qatar Chairty shall not consider any bid that arrives after the deadline for submission. Any bid received by Council after the deadline for submission of bids shall be declared late and rejected.

     

    QC reserves the right to enquire compliance with additional conditions/requirements as and when issuing the final solicitation documents. Submitting a reply to a call for EOI does not automatically guarantee receipt of the solicitation documents when issued.
