DESCRIPTION OF REQUIREMENTS

The United Nations Support Office in Somalia (UNSOS) has a mandate to provide logistical support to the African Transition Mission in Somalia (ATMIS), provide administrative and operational support to the United Nations Assistance Mission in Somalia (UNSOM) as well as provide logistic and life support to the Somali National Army (SNA) on joint operations with ATMIS.

In line with Security Council resolution S/RES/2628 (2022), inviting UNSOS to promote a positive legacy of the mission and reminding the mission of the Secretary-General’s call for field operations to shift to renewable energy by 2030, UNSOS wishes to explore options to outsource its energy supply in a way that can support the growth of local/national renewable energy capacity that can be sustained past the mission’s deployment.

In particular, UNSOS wishes to identify potential Energy Service Providers (ESPs), with existing or planned energy infrastructure, who can sell electricity in Mogadishu that initially includes a minimum share of renewable energy of 15% and that will increase to 45% within two (2) calendar years after an agreement is established with UNSOS.

The potential Vendor must possess or obtain the right to sell electricity to the UNSOS sites located at Aden Abdulle International Airport (AAIA) for a projected period of five (5) years and a possible extension, with an all-inclusive fee. This transition is expected to provide UNSOS with a more sustainable and economical source of energy and favor the growth of local energy infrastructure.

SPECIFIC REQUIREMENTS / INFORMATION (IF ANY)

UNSOS is now inviting companies or formal consortia of companies, who can obtain the necessary permits, to sell electricity to the mission for a minimum period of five (5) years in line with the UN General Conditions of Contract.

Eligible companies or consortia will have to prove their experience in financing, constructing (for new projects), operating, managing, and selling electricity through a power purchase agreement (or similar) from a power plant or national grid network.

QUALIFICATIONS

In particular, UNSOS is looking for a competent and qualified company that can sell energy to UNSOS and execute the interconnection of the UNSOS internal grids located within the Aden Abdulle International Airport (AAIA) site in Mogadishu to the Vendor’s main distribution systems or synchronization panels, including the following works and services:

  1. Finance, construct (for new projects), operate and maintain a Power Plant including renewable energy with the appropriate back up capacity guaranteeing continuous energy supply. The share of renewable energy should be a minimum of 15% and increase to 45% within two (2) calendar years after an agreement is signed with UNSOS.
  2. Connect nine UNSOS AAIA powerhouses namely ; Synchronized PH#1 @Phase – 8, Synchronized PH#2 @Cetral Kitchen, Synchronized PH#40 @Halane, Synchronized PH#04 @Cold Park, Synchronized PH#03 @Movcon, Synchronized PH#10 @MLB, PH @IST, PH#01 @Old JSOC and PH#12 @Marineto the existing mains distribution or synchronization panels in each respective powerhouse.

2.1 Survey, design, supply of entire medium to low voltage electrical system, installation, testing, commissioning and putting the system into service at UNSOS powerhouses.

2.2         Design, supply and install required Medium Voltage (MV) aerial or underground line and poles.

2.3 Design, supply, transport, install and commission a new transformer package unit including protective devices and complete accessories.

2.4 Design, supply, transport, survey and install a Low Voltage (LV) - 230/400V, Three Phase Distribution system from the transformer to the Mains Distribution Boards (MDB) or Synchronization Panels of the existing powerhouses which power the selected buildings through an Automatic Transfer Switch (ATS).

2.5 Supply, transport and install bi-directional energy meters on each line (for billing purposes) accessible by UNSOS at any time to control consumption and good delivery of electricity.

Approximate Total Energy demand of UNSOS AAIA is: 21,000 GWh per year with a peak load demand of 5,000 kW and an average daily consumption of 57,940 kWh.

The nominal frequency for all UNSOS operated grids within AAIA is 50 Hz and the nominal voltage is 230/400 VAC.

  1. Sell electricity at an all-inclusive unit tariff (i.e., USD for each kWh consumed) including Renewable Energy Credits from renewable energy generation (if applicable)
  2. Obtain all relevant permits and licenses to operate and sell electricity in Somalia and Mogadishu (the UN/UNSOS will not assist in obtaining permits or such).

INFORMATION REQUESTED

Vendors/Companies interested in this published RFI should submit the following documentation on or before 25 May 2023:

  1. A summary of your organization profile, structure, and previous experience in Hybrid Power Plant projects where the Vendor has been either or all of the following: Energy Retailer, Independent Power Producer (IPP), Operation & Maintenance (O&M) contractor, Engineering, Procurement and Construction (EPC) contractor.
  2. Ability to perform all or part of the services specified in “QUALIFICATIONS” above.
  3. Tentative timeline based on previous project experience for execution of works and services as specified in “QUALIFICATIONS” above.
  4. Information on the Vendor’s installed or planned power generation capacity that would be

utilized for this project, clearly showing the share of renewable energy by filling in Table 1 and Table 2 provided in the attached Annex A

  1. Fill out the Vendor Response Form inclding the attached Annex A and provide any relevant information as required and related to the information requested.

This requirement will be fulfilled in Somalia.

Prerequisites for Eligibility

In order to be eligible for UN registration, you must declare that:

  1. Your company (as well as any parent, subsidiary or affiliate companies) is not listed in, or associated with a company or individual listed in:
  2. the Compendium of United Nations Security Council Sanctions Lists (https://www.un.org/sc/suborg/en/sanctions/un-sc-consolidated-list), or
  3. the IIC Oil for Food List website or, if listed on either, this has been disclosed to the United Nations Procurement Division in writing.
