The Organization has played a role at key historical junctures – the Great Depression, decolonization, the creation of Solidarność in Poland, the victory over apartheid in South Africa – and today in the building of an ethical and productive framework for a fair globalization.

Tender description

Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The national consultant will conduct a rapid capacity-needs assessment of the National Employment Services Centre (NESC) at the Federal Government level in Mogadishu. The consultant will review NESC's mandate, structure, staffing, procedures, tools and available resources; assess staff skills and priority training needs; and examine services provided to jobseekers and employers, including registration, counselling, vacancy collection, job matching, referrals, data management and reporting. The assessment will also consider the accessibility of services for women, youth and persons with disabilities. The consultant will consult MoLSA, social partners, private employment agencies and selected stakeholders to identify practical areas for coordination. Based on the findings, the consultant will prepare a capacity needs assessment report and a prioritized, implementable capacity development plan indicating responsible actors, timelines and estimated resources. The consultant will co-facilitate a validation workshop and finalize all outputs based on feedback from the ILO, MoLSA and stakeholders.
