Establishing of Somali WASH Management information System (SWMIS)

1.           Purpose

The Ministry of Energy and Water Resources is mandated to lead the Water and Energy Sectors in Somalia. It is the responsibility of the Ministry to work on the accessibility to safe drinking water to the Somali community at large and achieve country indicators for the global goals of “access to clean water and sanitation” in the Sustainable Development Goals (SDGs and particularly goal 6).

The Ministry of Energy and Water Resources (MoEWR), of the federal government of Somalia, is now establishing a WASH Management information database center, which is a part of institutional rebuilding for the Federal Government.

The Ministry is also required to work on Goal 6 of the SGDs in order to ensure access to affordable, reliable, and sustainable water for all. Currently, water is supplied by the unregulated private sector in urban areas, while the rural communities have no access. There is a need for an information management system that records the gaps and challenges, which exist in the sector of water supply sanitation and hygiene.

To achieve country indicators for the global goal of “access to clean water and sanitation” in the Sustainable Development Goals (SDGs and particularly goal 6): By 2030, achieve universal and equitable access to safe and affordable drinking water for all, the Ministry will establish a database center for WASH Management Information.  

Justification

The purpose of setting up the Center is to strengthen the MoEWR’s ability to archive and record the scattered WASH information into one database center.

To manage water resources comprehensively and reduce disasters and consequences related to Water Supply Sanitation and Hygiene.

Improve the availability of WASH information throughout the country using the database center

1.           Scope of Work

The consultant/ Firm, in collaboration and close coordination with the Director of Hydrometeorology, shall carry out the following activities:

  1. Prepare Design of indicator framework, Management Information System (MIS) software development, data collection, and Budget for implementation.
  2. Develop and list all necessary infrastructure, required hardware, and software for the database center in order to strengthen the capacity of the Somali WASH Information Management System (SWIMS) sector for better use of information to make accurate decisions for building and planning on sustainable WASH management.
  3. Prepare the budget for Building the information systems networks that can support the decision-making process for WASH Management Information on the emergencies, rehabilitation, and development purposes.
  4. List the number of required employees for the center, their qualifications, and their Job descriptions
  5. Develop and indicate the type of training and capacity building that will need the staff of the center.
  6. Provide a List of all equipment required for the office, software, and applications with their budget
  7. Provide and evaluate the financial requirement of the whole project implementation with a schedule.
  8. Provide a list of the parameters and data elements required for the system and indicate their means of establishment.

2.           Deliverables and Outputs

The Consultant shall submit a report to the Director of Hydrometeorology department three hard and soft copies of the following deliverables:

  • A draft detailed report on the proposed Database Management System including
  • Hardware and Software requirements and their specifications
  • Communications requirements
  • Skills requirements
  • Implementation and training schedule
  • budget
  • Final Report after receiving comments from the Ministry of Energy and Water Resources

3.           Qualifications

To fulfill the requirements of the above scope of work, the Consultant / firm should have the following qualifications:

  1. Extensive experience in Water Resources Management especially water database base design and management (8 years)
  2. Knowledge of WASH information, preference will be given to firms and individuals with Somalia experience
  3. Good Knowledge of data management systems; Water observation networks design and instrumentation
  4. University degree or equivalent in the relevant field
  5. IT competency

4.           Selection Criteria

The most suitable applicant will be selected on the basis of an evaluation of the applicants against the following criteria:

  1. Qualifications;
  2. Experience in Water resources database management;
  3. Experience in Water Resources Management
  4. Experience in designing WASH data management systems
  5. Quality of the proposal for work
  6. Knowledge of Somalia and their hydrology
  7. High-level communication skills
  8. The cost estimate for doing the job
  9. Availability to commence duties

5.           Time Frame

The expected time frame for the Consultant /firm to complete these activities is 2 months.

6.           Financial Arrangements

A contract in the form of a Special Service Agreement (SSA) for 30 days work with the MOEWR will be offered to the consultant to finish the tasks in a two-month period. The level of the payment will be based on the qualifications and experience of the successful applicant.
