200-HOUSEHOLD ELECTRIC COOKING PILOT
National Clean Cooking Strategy (NCCS)
Climate Promise Project
Mogadishu, Somalia | 2026
- Background and Rationale:
Somalia faces significant challenges in access to clean, affordable and sustainable energy, particularly in the
household cooking sector. Most households rely on traditional biomass fuels such as charcoal and firewood.
This contributes to deforestation, land degradation, greenhouse gas emissions and indoor air pollution, with
women, children, internally displaced persons and low-income households disproportionately affected.
Somalia’s NDC 3.0 identifies clean cooking as a priority mitigation pathway with multiple co-benefits.
However, Somalia requires a coordinated framework to guide clean cooking scale-up, market development
and links between household interventions and national mitigation commitments.
The Federal Government of Somalia, through the Ministry of Energy and Water Resources (MoEWR), with
support from UNDP under the Climate Promise Project, is implementing the Clean Cooking Initiatives in
Somalia. The initiative supports a transition from traditional biomass toward modern, low-carbon cooking
solutions, particularly electric cooking, through policy development, market strengthening and piloting clean
cooking technologies in alignment with NDC 3.0. - Purpose and Objectives
The purpose is to engage a qualified firm to implement the 200-household electric cooking pilot on an end-toend basis and generate reliable technical, economic and user-level evidence for the NCCS. The assignment
shall deploy safe and efficient two-burner induction systems; enable preparation of common Somali meals;
test the approved 75% project support and 25% household PAYGO/OBF arrangement; train users; provide
technical support; and generate evidence on electricity use, cooking practices, affordability, user experience,
fuel stacking and fuel displacement. The pilot serves as a market-development and business-model
demonstration that is commercially viable and scalable. - Pilot Configuration
